Our State Legally Prefers Families with Many Children

The respected Comrade Kim Jong Un said as follows:

"We must establish a climate of actively helping and preferentially treating women who bear and raise many children, and also strengthen state guarantee measures."

In mid-August, at the 37th Plenary Meeting of the 14th Standing Committee of the Supreme People's Assembly of the Democratic People's Republic of Korea, the Law on Preferring Families with Many Children of the DPRK was newly adopted.

What do we feel and what do we imprint anew upon this fact that benefits and social measures for families with many children in our country have been codified into law?

Our country's laws reflect the Party's line and policies and the state measures embodying them. The Law on Preferring Families with Many Children, which consists of 5 chapters and 37 articles, was also enacted reflecting the Party and state's policy of socially elevating and preferentially treating families that bear and raise many children.

The Law on Preferring Families with Many Children is a law that gives preference to families raising three or more children, including those who have given birth to three or more or are raising three or more adopted children.

Article 1 of the Law on Preferring Families with Many Children stipulates as follows:

"The Law on Preferring Families with Many Children of the Democratic People's Republic of Korea strictly establishes the system and order for actively helping and preferentially treating families with many children, contributes to preparing more favorable living conditions and environment for them, and to establishing the social practice of giving birth to and excellently raising many children."

The more we imprint this clause, the more warmly the love and benevolence of the Party and the state, which aim to provide more social benefits and a happier life to families with many children, come to mind.

What about Article 3 of the Law on Preferring Families with Many Children, which clarifies the principle of preference for families with many children?

"The state ensures that state benefits accurately reach families with many children and increases preferential measures in various aspects."

Although the adoption of the Law on Preferring Families with Many Children in our country is the first time, the state has long ago specifically stipulated the principle of preference for women who bear and raise many children and their children in the provisions of various laws and thoroughly implemented it.

Article 50 of the Law on Guaranteeing Women's Rights of the DPRK points out that the state takes special preferential measures such as assigning a doctor in charge and providing free of charge excellent housing, medicines, food, and household goods to women and children who give birth to and raise triplets or more.

Besides this, the Party and state's policies for families with many children are reflected in various legal provisions.

In our country, a well-ordered system for socially elevating and preferentially treating families with many children has been established since long ago, and this work has been carried out continuously under the particular concern of the Party and the state.

The Great Leader Kim Il Sung personally wrote people-oriented legal codes such as the Law on Nursing and Uphringing of Children of the DPRK, the Socialist Labor Law, and the People's Health Law, and clearly regulated in each law the content of preference for women who bear and raise many children and their children.

The Great General Kim Jong Il, who directly continued the love of the Parental Leader for our women and children, saw to it that the system of Mother Hero was introduced for the first time in our country's history and repeatedly took benevolent measures for women who bear and raise many children.

Today, in the warm embrace of the respected General Secretary Kim Jong Un, who spares nothing for the people, the Party and state's policies for families with many children are increasing day by day.

In the love and trust of the respected General Secretary Kim Jong Un, who regards women bearing and raising many children as an expression of patriotism and highly esteems them, a moving scene unfolded at the national commendation ceremony held ahead of the 4th National Mothers Meeting, where state awards including the title of Labor Hero and the Order of the National Flag First Class were conferred upon meritorious women, including those who have borne and raised many children.

Two years ago, the Rodong Sinmun carried news that state awards were conferred upon numerous women who are giving birth to and excellently raising many children, including three women who were awarded the title of Labor Hero. Furthermore, the fact that among the women who participated in the 5th National Mothers Meeting and had the highest honor of receiving the Communist Mother Honor Prize, there are mothers who have given birth to many children, well shows how blessed a life our women are enjoying in the bosom of the socialist motherland.

The benefits bestowed by the Party and state upon families with many children are truly endless.

Reflecting the Party's childcare policy, Article 44 of the Childcare Law of the DPRK adopted in 2022 stipulates that relevant institutions, enterprises, and organizations specially prefer female employees with three or more children, and according to state measures, the working hours of women raising two or more children under the age of 8 have been reduced and the regular vacation period has been doubled.

Housing is preferentially allocated to families with many children, and in the new streets that have sprung up like bamboo shoots after rain in the capital Pyongyang and in the new rural villages built in various parts of the country in recent years, there are nests for families with many children. Moreover, women who have received the Multi-Child Family Certificate and their families are guaranteed special benefits at hospitals, sports, and cultural recreation bases.

It is the Law on Preferring Families with Many Children of the DPRK that has codified all these measures and policies into law.

The fact that the chapter clarifying preferential measures for families with many children (Chapter 3) has as many as 20 articles proves the superiority of our socialist system where the more children, the more happiness abounds.

With the adoption of the Law on Preferring Families with Many Children, a solid legal foundation has been laid in our country to provide better living conditions for families with many children and to further enhance the social climate of helping them.

In capitalist society, one cannot even imagine this happy and proud life that our women enjoy.

In capitalist countries, it is very difficult for married women to find employment. Even if they luckily get a job, it is customary to be fired from the workplace when they give birth to a child.

Due to this social evil, many women fear or even give up starting a family and having and raising children. Some women even wither away their maternal love and commit criminal acts such as abusing or even killing their own children.

Therefore, the news of the new adoption of the Law on Preferring Families with Many Children of the DPRK is now causing a great repercussion among the people throughout the country, including families with many children. In the capital Pyongyang and the provinces, at every workplace and village, stories of gratitude for the state that legally prefers families with many children are blooming.

An official from the North Hamgyong Provincial People's Committee expressed his passion, saying that the more he imprints each provision of the Law on Preferring Families with Many Children, the more he becomes aware of his duty as an official in charge of the work of preferring families with many children.

How could this be only his sentiment? Numerous officials in various parts are also firmly strengthening their will to uphold with practice the Party's sublime intention of highly esteeming bearing and excellently raising many children as a patriotic feat of nurturing the future of the motherland.

The feelings of Comrade Kim Chol Ok from Phungchong-ri, Sijung County, who gave birth to her sixth child at the Pyongyang Maternity Hospital while spending dreamlike days in Pyongyang last year, upheld by the sky-high love of the respected General Secretary Kim Jong Un, are truly laudable.

"Until now, we have always lived receiving only preferential treatment for being a family with many children, but I couldn't help being surprised to hear the news that a new law for families with many children has even come out. Where else in the world would there be such an excellent system, such a grateful embrace? To repay this love and benevolence, I will raise all my children to be excellent pillars of the country in the future."

Through the newly adopted Law on Preferring Families with Many Children of the DPRK, our people are deeply imprinting once again that our-style socialism, in which the Juche idea of giving priority to the masses is thoroughly embodied in all state activities and social life, is the most superior system in the world that provides all conditions for the people to enjoy valuable and happy lives, and are firmly making a fiery pledge to devote their bodies and minds for the prosperity and flourishing of the country.
