According to the Hydro-Meteorological Service forecast, influenced by low pressure and unstable atmosphere, rain and showers are expected nationwide between June 19 and 20. Particularly, southern regions will experience heavy rain-torrential downpours, while some central-northern regions will have showers with possible lightning, gusts, and hail. Forecasted precipitation: 70–100mm (locally 100–150mm, ~200mm) in southern regions including South Hwanghae Province; 40–70mm in central regions including Pyongyang; 10–40mm in northern regions. Rain is also expected in some central-southern and northern inland regions on the 21st. The current situation demands all sectors, regions, and units actively devise measures to minimize damage from torrential rains, heavy downpours, and strong winds. Though nationwide surveys of reservoirs, drainage facilities, rivers/streams, and coastal embankments’ safety and removal of dangerous sections occurred, complacency is unwarranted. Overconfidence or negligence could cause enormous consequences. Merely identifying dangerous sections without practical measures, hoping for luck while making general exhortations, is not the proper attitude for disaster prevention officials. Primary concern must focus on ensuring people’s life safety. Strictly establish reporting systems, organize swift, safe evacuation during emergencies, and exert effort eliminating local/unit danger spots. Prepare rescue equipment for immediate mobilization. Substantively conduct work to re-educate people on crisis response methods and behavioral order through diverse forms. Strengthen education and control to absolutely prevent human casualties from unexpected accidents. The agricultural sector requires special vigilance now. Treating disaster prevention work lightly as routine could cause grain rot and farmland inundation. All sectors and units—power, coal, mining, construction, metals, rail transport, land management, urban management—must thoroughly establish protective measures for equipment, materials, buildings, and facilities, meticulously identify vulnerable targets/factors, and take appropriate action. Not Merely a Process of Ranking The lathe operator and sheet metal worker competitions of the "National Economic Sectoral and Trade-Specific Skilled Workers Competition - 2025" were recently held at the Kumsong Tractor Factory. This year’s competition featured participants not merely competing in practiced skills but learning from and teaching each other—an experience exchange forum and new technical creation process. Judges noted that valuable creative suggestions and rationalization proposals emerged during the competition, and good equipment management experiences were actively generalized, improving relevant units’ equipment performance. Consider Kim Chang Gil from the Koksan County Construction Detachment—triple winner in sheet metal work. By creating and applying rational jigs to improve product quality and shorten sheet metal working time, he was evaluated as a skilled worker firmly combining theory and practice. Pae Kwang Il from the Taean Heavy Machinery Complex—first in lathe work—proposed rational creative suggestions saving materials/machining time and improving product quality while pondering ways to maximize production and savings. However, some units still regard the skilled workers competition as a burden due to "busy current production," either not participating or sending irrelevant personnel from competition-host regions, dampening participants’ high zeal.
