When traveling from Chongjin City to Kyongsong County, Saenggi Pass rises just before reaching the county seat. Though only tens of meters above sea level, this pass is widely known because of the famed hot springs beyond it. It earned its name from people saying they felt reinvigorated after crossing it to bathe in the springs. Every person we met on our journey emphasized that Kyongsong County became nationally renowned not only for its hot springs beyond Saenggi Pass but especially over the past seven years. On a sweltering summer night during the peak of the hottest season, the respected Comrade General Secretary sat knee-to-knee with county Party officials in a humble room at the Onpho Workers’ Sanatorium until past midnight, clearly illuminating the path forward for the county. On that day, he earnestly instructed that Kyongsong could develop into an enviable region by effectively utilizing natural resources and uniquely building Onpho Workers’ Sanatorium into a resort embodying the people’s convenience and heightened cultural needs at the highest level. In March this year, he revisited the site and passionately urged that the sanatorium be splendidly renovated as a gift to the people in this meaningful year marking the 80th anniversary of the Party’s founding. Lifted by this noble intention, Onpho Workers’ Sanatorium is being completely transformed. The majestic sight of Onpho Workers’ Sanatorium—rising splendidly as another distinctive cultural hub for our people to fully enjoy hot spring culture and as an advanced rest and recuperation facility—made our hearts leap with excitement. At the construction site, we met women who visit daily, saying, "As residents of Kyongsong, it’s our duty to at least shovel sand here." One middle-aged woman proudly declared, "Now, our pride as Kyongsong residents soars to the sky. Years ago, the Jongphyong Greenhouse Farm, the nation’s leading farm, became the pride of North Hamgyong Province. Now, isn’t Onpho Workers’ Sanatorium rising splendidly in a completely new form?" Others chimed in, anticipating that once the sanatorium opens, crowds will cross Saenggi Pass to enjoy hot spring culture. The thought alone fills them with joy, and they feel no fatigue no matter how hard they work. Leaving behind these women, whose hearts fluttered with confidence and romance for a brighter future, we headed to the Jongphyong Greenhouse Farm under the North Hamgyong Provincial Rural Economy Committee. As we passed the splendidly built Kyongsong Children’s Camp, new local industrial factories, and other unrecognizably renewed features of the county, we couldn’t look away. Suddenly, our vehicle entered the greenhouse farm. Instinctively, we gasped, "Ah!" Hundreds of stylish greenhouses stretching as far as the eye could see resembled troops awaiting review or the blue waves of the East Sea. A farm official approached us, unable to tear our eyes from this wondrous landscape, and emotionally explained that this "sea of greenhouses" unfolded under the respected Comrade General Secretary’s love. Listening to him, the benevolent image of the respected Comrade General Secretary—who had long wished to supply our people with fresh vegetables regardless of season and visited the Jongphyong area multiple times—appeared before our eyes, moistening them. It was through the sleepless devotion and toil of the Great Parent that this land, once a military airfield until a few years ago, transformed into a sea of greenhouses and a sea of love-filled vegetables. Truly, the Jongphyong large-scale greenhouse farm testifies to what lies as the eternal cornerstone beneath the miracles and transformations occurring on this land. At this historic greenhouse farm, there were people we longed to meet: graduates of Chongjin Agricultural University and discharged soldiers who petitioned to work at the farm upon hearing the news seven years ago that the respected Comrade General Secretary had tasked the Jongphyong area with building a large-scale greenhouse farm for the people of North Hamgyong Province. Ri Chung Song, a technician of the 6th Work Team met at Greenhouse 258, said he could never forget the events of seven years ago: "Petitioning to work at the greenhouse farm was a natural choice as a discharged soldier who learned to uphold the Party’s will at the forefront and as a graduating student who fully spread his wings of learning in the Party’s embrace. Yet the respected Comrade General Secretary, hearing of our actions, praised us as truly admirable with affectionate words." The respected Comrade General Secretary’s high praise stirred the hearts of countless youth of our era. Following their example, dozens of graduates from Chongjin Agricultural University petitioned, and graduates from other universities in Chongjin and youth nationwide rushed to Jongphyong, recounted Rim Sung Chol, head of the 3rd Work Team subgroup, his voice filled with emotion. Happily hearing that discharged soldiers like Kim Dong Myong and Kim Nam Hyok, who began their social lives on the same day after graduating, had now grown into junior officials and indispensable pillars of their units, we moved to Greenhouse 311, which the respected Comrade General Secretary personally inspected on the meaningful commencement day six years prior. Subgroup head Kim Ryong Su proudly reported that cucumbers, tomatoes, and peppers harvested monthly are sent to the people. As we toured greenhouses, including the semi-arched double-membrane hydroponic Greenhouse 245, brimming with lush vegetables, we heard of employees’ pride in upholding the Party Central Committee’s noble intention to provide fresh vegetables year-round. By actively applying scientific farming methods, they increased production results by 1.6 times compared to the same period last year. While walking along the farm’s internal road, we heard car horns. Freight trucks lined up at the main gate; a farm official explained they were vegetable transport vehicles from various cities and counties in North Hamgyong Province. A driver from Hoeryong City said he crosses Saenggi Pass monthly to transport greenhouse vegetables from Jongphyong, adding, "Thanks to the Party’s benevolence, people enjoy fresh vegetables year-round. They constantly repeat that the Workers’ Party’s policies and our system are the best." Who in Hoeryong alone chokes with gratitude while receiving fresh vegetables? Passionate voices echo this sentiment across every region of North Hamgyong Province. Deep in thought, we visited the homes where the respected Comrade General Secretary stayed, pausing before a stone bench in the village rest area. It was the very bench where, on an unforgettable October night six years ago, after inspecting newly built homes, the respected Comrade General Secretary sat and warmly said, "Thinking of greenhouse farm employees living in these splendid homes makes me want to dance. How wonderful it would be if such nights came even once a month. Tonight, I wish to stay awake here all night." In our ears, the respected Comrade General Secretary’s affectionate voice from that day seemed to resonate as an endless echo. With rising emotion and excitement, we reflected on our journey beyond Saenggi Pass. Though brief, it deeply impressed upon us the roots of the people’s happiness blossoming daily across this land. All the more, it was a meaningful path that warmly embraced the vast world of love and devotion of the respected Comrade General Secretary, who holds all local people in a single embrace of love, guiding them to new lives and new civilization. As we left Kyongsong County, the words of an elderly local lingered: "The meaning of Saenggi Pass—where strength comes from hot springs—has changed in this era of local prosperity. By the Workers’ Party’s grace, the Jongphyong Greenhouse Farm and the fish seedling farm rose. Hundreds of cultural houses soared in the Yomphunjin coastal park area. Is that all? New local industrial factories are humming, and the days when Onpho Workers’ Sanatorium and Yomphunjin Marine Recreation Center open draw nearer. So everyone crossing the pass says new confidence and courage surge not merely from hot springs but from seeing new lives and new civilization blossom by Party policy. Hasn’t Saenggi Pass’s meaning completely changed?" How wonderful! Truly, Kyongsong County’s transformation panorama vividly shows how our Party’s will—for local people to enjoy material lives equal to capital residents and live free of worry in the same cultural and hygienic environment—is blossoming into a great reality. Shin Chol, Correspondent of this Publication No Political Work Is More Powerful Than Sincerity Reflecting on the Work of the Primary Party Committee of Unpha County Grain Management Office The respected Comrade Kim Jong Un said:
Many factors contribute to revitalizing a unit and accelerating its development, but sincerity toward employees is paramount. The work of the Primary Party Committee of the Unpha County Grain Management Office is highly instructive in this regard. This management office has Jon Dong Mu, a technician whose skills earned him the title "treasure." Once disillusioned with his work, he left but later returned. He manufactured a 150kW rice husk gas-powered generator, greatly contributing to production and management activities and achieving notable results. Through the technician’s new start and performance, the primary Party Committee identified a problem. Though Jon had left after emotional clashes with officials, many tried persuading him to return, but he resisted. Some deemed it impossible. However, the newly appointed manager, Kwon Gil Chol, voluntarily undertook the task as a Party assignment and devotedly engaged. When visiting Jon again, Kwon noted that Jon’s retention of grease-stained design drawings proved his attachment to the workplace and earnestly proposed, "Let’s work together hand in hand." This sincerity moved the technician to tears and not only brought him back but also enabled extraordinary achievements. Previously, the management office emphasized demands on the masses over fully taking responsibility for their work and lives and sincerely caring for them. Consequently, the masses’ enthusiasm waned. Based on a sober analysis, the primary Party Committee clearly guided officials’ work direction: to engage seriously with employees through warm sincerity. No political work is more powerful than offering sincerity. From this perspective, the primary Party Committee ensured officials conducted all work accordingly. First, before evaluating employees’ achievements, officials were guided to deeply care about their working and living conditions from the viewpoint of sincere service, identify practical tasks, and tenaciously push forward. Consider the sheep and goat farm construction. When the plan was proposed, officials’ response was lukewarm. They felt complacent, having already built a dining hall for employees and achieved success in sideline farming, while livestock, fish farming, mushroom, and vegetable greenhouse bases scattered across the compound brought considerable benefits. The primary Party Committee sounded a warning: officials must never feel satisfied or boastful about what had been done; they must base their work on the Party’s absolute standard of boundless dedication to the masses. Officials seriously reflected. They rushed to a mountainside over 10 ri away (approx. 4 km), taking the lead and sweating profusely. As a result, the sheep and goat farm was splendidly built in just six months. Undoubtedly, it tangibly improved employees’ lives. The practical example of primary Party officials played a key role in elevating officials’ service-oriented mindset toward employees. When a severely ill employee was escorted by primary Party secretary Kim Jong Su to a provincial hospital, the diagnosis indicated full recovery with intensive treatment. The primary Party secretary couldn’t contain his joy, but medical staff moistened their eyes, touched by the noble spirit of this Party official who, despite having received a fatal diagnosis himself recently, worried only about his employee. The employee’s profound gratitude needs no elaboration. Officials’ sincerity became political work more powerful than hundreds of appeals. Among employees, a spirit of devoted struggle for the collective and comrades flourished. Empowered by this, a unit that once lagged in mass movements now wins the Three Revolutions Red Flag. The work here shows sincerity is the most powerful weapon for mass education and mobilization, and the force it unleashes knows no bounds. [Korean Central News Agency] Administrative Substitution Breeds Disorder Establishing a sound work system, order, and a revolutionary atmosphere where functions are performed according to role is a prerequisite for clear progress in implementing Party policies and unit development. A key task is thoroughly overcoming administrative substitution. The respected Comrade Kim Jong Un said:
Administrative substitution means Party officials bypass administrative and economic officials, taking over their work. Instead of pushing administrative and economic officials to responsibly perform their duties, if Party officials directly issue administrative orders or overturn organizational work without discussion simply because they dislike it, subordinates and employees become confused about whose instructions to follow and lose clear direction. Naturally, administrative and economic officials lose responsibility for unit work and adopt an observational stance. Administrative substitution is clearly a harmful factor breeding disorder and chaos. It stems from forgetting basic Party work principles. For Party officials, correcting administrative and economic officials’ implementation of Party policies is their inherent duty, but this doesn’t mean usurping administrative tasks; it means providing policy and political guidance. Party officials shouldn’t directly handle administrative and economic work. After jointly finding correct solutions through collective discussion in the Party committee, administrative and economic officials should issue orders according to the work system. Party officials should propel administrative and economic work from behind through work with officials, Party members, and the masses. If Party officials deepen Party guidance over administrative and economic work without properly understanding their steering role and arbitrarily issue orders, a sound work system cannot be established. Party officials should prioritize collective discussion before organizing and assigning work, always respect and elevate administrative officials, and strive to ensure their authority. Believing everything depends on one’s own intervention reflects political and moral immaturity and unrefined work methods. The true role of Party officials lies in guiding and propelling administrative and economic officials and subordinates to fully fulfill their functions through Party life. Administrative substitution is a key target of struggle despised by our Party. Only when all Party officials thoroughly overcome even minor elements of administrative substitution can units achieve planned and prospective development under a sound work system and order.
