General Secretary of WPK Kim Jong Un Makes Opening Address

The first short course for chief secretaries of the city and county Party committees was held at the conference hall of the office building of the Central Committee of the Workers' Party of Korea (WPK) on March 3 at a time when the grand struggle is being waged to achieve the comprehensive development of our own-style socialism along the path of sure victory indicated by the ever-victorious WPK.

The short course for chief secretaries of the city and county Party committees, the first of its kind in the history of our Party, comes to be an important occasion to consolidate the fighting efficiency of the entire Party and develop local economy and improve the people's standard of living by remarkably enhancing the function and role of the city and county Party organizations which are chiefly responsible for implementing the Party's idea of attaching importance to cities and counties and line on strengthening them.

Attending the course were chief secretaries of the city and county Party committees across the country, chief secretaries of the provincial Party committees and officials of relevant departments of the provincial Party committees.

Also present there were secretaries of the Party Central Committee, directors and first vice-directors of its relevant departments and its officials related with the local Party work.

Kim Jong Un, general secretary of the WPK, appeared at the hall to guide the first short course for chief secretaries of the city and county Party committees.

All the participants in the course raised stormy cheers of "hurrah!", full of great emotion that they came to receive precious instructions of the General Secretary at the supreme staff of the Korean revolution which sheds noble light as the symbol of great victory and glory in the hearts of the Party members and other people across the country.

The respected Comrade Kim Jong Un made an opening address.

In the address he said that as he attaches special importance to the significance of innovating the city and county party work in switching the whole front of socialist construction to a new stage of development and promoting the balanced and simultaneous development of the whole country, he organized the short course for the chief secretaries of the city and county Party committees first after the announcement of the idea of the Eighth Party Congress and the Second Plenary Meeting of the Eighth Party Central Committee.

He touched on the importance of cities and counties, the lowest guiding and executive unit of the party policy, regional base guiding the rural economy and local economy and strong bulwark supporting the overall development of the country and on the position of the city and county Party committees.

Comrade Kim Jong Un said:

Our socialist construction in a new phase calls for urgently preparing a powerful tractive force to promote the strengthening and development of cities and counties in real earnest.

The role of the chief secretaries of the city and county Party committees dispatched by the Party Central Committee is very important in making the city and county Party organizations lead the development of their regions.

The chief secretaries of the city and county Party committees are the core of our Party in charge of the regional bases of socialist construction; they are the field political officials with the heavy responsibility of looking after the people in the nearest position. When they bring about a fundamental change in their work with revolutionary political consciousness, the decisions of the Party Congress can be thoroughly implemented and socialism of our style can make a rapid progress.

Now that the Eighth Party Congress indicated important political directions to develop the cities and counties across the country independently and in a many-sided way, all things depend on the strenuous efforts and role of the chief secretaries. In the present situation the Party Central Committee was determined to make a new turning point of developing the cities and counties in improving the working ability and style of the chief secretaries of the city and county Party committees and specially prepared the current short course with much effort.

Through the short course the chief secretaries of the city and county Party committees should extensively sum up their work before the Party Central Committee and study proactively, responsibly and sincerely to have a correct understanding of the importance and political demand for strengthening the cities and counties and find out clear ways to develop their cities and counties while exchanging and sharing excellent experiences.

The chief secretaries should seriously study how they make their regions a socialist utopia to meet the demand of the people and live up to their great expectation and how to become a strong fortress and cornerstone impregnably defending the Party and the state, deeply conscious of the heavy duty and sense of responsibility of safeguarding the important strategic bulwark and base of the Party and the state.

They should have a deep understanding of the principles and methods of the party work of Juche based on the people-first principle in the way of efficiently consolidating the political and practical qualifications and ability to lead their regions, and keep in their minds the methodologies to bring about a decisive change in the city and county party work.

Expressing the belief that the current short course, as the first sectional meeting for implementing the decisions of the Eighth Party Congress, would serve as an important occasion in fundamentally innovating the ideological viewpoint, work attitude, working ability and spiritual and moral traits of the chief secretaries of the city and county Party committees according to the plan and intention of the Party Central Committee and in making a new turning point of strengthening and developing the cities and counties, Kim Jong Un declared the first short course of chief secretaries of the city and county Party committees open.

There took place a meeting, as part of the short course, to comprehensively analyze the work done by the chief secretaries of the city and county Party committees in recent years, review successes, experience and mistakes revealed in it and their reasons and take measures for practical improvement.

Jo Yong Won, member of the Presidium of the Political Bureau of the WPK Central Committee and secretary in charge of organizational affairs of the Party Central Committee, made a report calling upon the chief secretaries to thoroughly implement the Party's line on and policy of strengthening cities and counties by directing their efforts into the Party work.

Referring to the important ideologies and theories and policies advanced by our Party for the development of cities and counties in every period of the developing revolution and their great vitality, Jo Yong Won introduced experiences gained by the chief secretaries who have made clear successes in developing their cities and counties true to the intention of the Party Central Committee.

The report made an anatomical analysis of shortcomings being revealed in the work of some chief secretaries and some city and county Party committees.

The report sharply censured the shortcomings of underrating the importance of the Party's internal work and failing to properly give Party guidance, policy-oriented guidance to the administrative and economic work and deviations of failing to properly apply our Party's people-first politics.

Comrade Jo Yong Won said the present situation shows that if we fail to direct efforts into the Party's internal work, work with the people and keep the revolutionary climate throughout the Party while laying stress only on the administrative and economic work, our Party work can not be the vivid one and revolutionary guidance to actually strengthen the Party and revolutionary ranks into an integral whole and accelerate the speed of advance of the revolution.

He in his report stressed the need for the city and county Party committees to thoroughly carry out the Party's line on and policy of strengthening cities and counties by becoming a powerful engine leading the development of their regions and masters of city and county economies as required by the era and the developing revolution.

The report called upon all the chief secretaries of the city and county Party committees to fulfill their responsibility and duty as befitting the regional aides to the Party Central Committee in vigorously arousing officials, Party members and other working people to the struggle for implementing the decisions made at the 8th Party Congress and the 2nd Plenary Meeting of the 8th Party Central Committee.

Made public at the meeting was the city and county standings decided by the Party Central Committee on the basis of the appraisal of the city and county Party committees' implementation of Party policies.

The first short course for chief secretaries of the city and county Party committees, the one of great significance in thoroughly implementing the Party's line on and policy of strengthening cities and counties as required by a new development stage of the socialist construction, continued on March 4.

The course went on amid extraordinary readiness and enthusiasm of the chief secretaries who are determined to have their work reviewed before the Party Central Committee and dynamically steer the comprehensive regional development of the country by arming themselves with the leading idea of the Party Central Committee.

Kim Jong Un, general secretary of the Workers' Party of Korea (WPK), guided the course.

Speeches were made there.

Ri Hang Gol, chief secretary of the Yonthan County Party Committee, Ko Ju Gwang, chief secretary of the Hoeryong City Party Committee, Pong Song Gwon, chief secretary of the Hyongjesan District Party Committee, Ri Pyong Guk, chief secretary of the Huichon City Party Committee, Ri Yong Sang, chief secretary of the Jangjin County Party Committee, Ri Kyong Chol, chief secretary of the Ichon County Party Committee, and Sin Myong Son, chief secretary of the Unsan County Party Committee, in their speeches referred to the successes and experience gained in the Party work, economic work of their cities and counties, improvement of the people's standard of living and development of education.

The speakers said that when full play is given to the loyalty to the Party cherished in the hearts of our people and the people-first principle positively applied to the Party work, it is possible to remove obstacles, difficulties and backwardness and bring about clear changes in the development of cities and counties by dint of tremendous might and wisdom of the masses whatever difficult conditions and circumstances.

Hwang Yong Chol, chief secretary of the Unryul County Party Committee, O Tok Chol, chief secretary of the Munchon City Party Committee, Kim Myong Il, chief secretary of the Sunam District Party Committee, An Myong Sik, chief secretary of the Taedong County Party Committee, Kim Jin Sam, chief secretary of the Hwangju County Party Committee, Sin Myong Su, chief secretary of the Hyesan City Party Committee, Kang Myong Ho, chief secretary of the Songyo District Party Committee, Ri Kuk Song, chief secretary of the Yodok County Party Committee, Kim Sung Il, chief secretary of the Singye County Party Committee, Pak Il Nam, chief secretary of the Sinam District Party Committee, Paek Kwang Chol, chief secretary of the Phyonggang County Party Committee, Han Chol, chief secretary of the Pochon County Party Committee, Kang Ho Yong, chief secretary of the Chongdan County Party Committee, and Ho Myong Chol, chief secretary of the Maengsan County Party Committee, analyzed the shortcomings and deviations revealed in their work and in the work of their city and county Party committees in the past from the viewpoint of criticism.

They expressed their will to decisively renovate their Party work by overcoming such problems as having worked in an administrative and practical manner with disregard of the Party's internal work and work with people, having scratched the surface of the work for strengthening basic Party organizations, having failed to boost the economic life of cities and counties while talking big without giving proper Party guidance to the administrative and economic work, having failed to improve the people's standard of living due to the lack of the spirit of unconditionally serving the people and having failed to acquire mental and moral traits as befitting the officials of the WPK.

At the meeting, sharp criticism was given to the officials who have revealed serious mistakes due to irresponsibility for the work of their city and county Party committees.

Through the speeches and criticism, the participants keenly felt how grave consequences would have been entailed if they deviate from the demand of the Party Central Committee and the Party principle, seriously reflected upon the shortcomings latent in their work and made an in-depth study of ways for rectifying them.

The respected General Secretary Kim Jong Un made an important concluding speech.

Saying that improving the work of the city and county Party committees now presents itself as a more important issue in strengthening the entire Party, improving its leadership function and role and accelerating the development of cities and counties, he stressed that the overall work of the Party and the state can go well and the overall development of our own-style socialism be promoted only when the city and county Party committees across the country fulfill their missions and role.

He said that the Party Central Committee is the supreme General Staff of the Korean revolution, the city and county Party committees come to be the political general staff organizing and guiding every work in their areas, and thereby success of the work of the city and county Party committees holding such important position entirely depends on the ability and activity of their chief secretaries.

He set forth important tasks and ways for enhancing the role of chief secretaries in intensifying the Party work and developing cities and counties.

He, first of all, underscored the need to direct efforts into the Party's internal work to firmly cement our revolutionary position, class position.

Noting that the Party's internal work is an important part of the Party work for strengthening the Party organizationally and ideologically, training the officials and Party members to be fighters faithful to the Party and revolution and rallying all the people close around the Party to vigorously stimulate them to implement the Party's policy, he said that the chief secretaries should keep up the Party's internal work as iron rule and main task whatever difficulties.

Saying that special efforts should be directed into building up the ranks of cadres, he set forth detailed tasks for forming the ranks of cadres with elite ones devotedly defending the leader and the Party by strictly observing the Party principles, revolutionary principles in the personnel administration and, to this end, improving the personnel administration system in an innovative way.

He stressed the need to conduct the work of increasing Party membership and control over the Party ranks with responsibility, strengthen basic Party organizations and effectively organize and guide the Party life of officials and Party members.

He said that the chief secretaries should bear in mind the intention of the Party Central Committee which attaches importance to basic Party organizations, turn the work with primary Party committees and Party cells into the key concern of the city and county Party committees and thus lead well the basic Party organizations to improve their work as required by the developing reality.

He said that the city and county Party committees should let the basic Party organizations organize the organizational and ideological life of Party members like meeting for review of their life and study of the Party's line and policies in a regular and effective way, steadily improve the method of conducting Party meetings and thus raise the level of the Party life of officials and Party members, as it is a main link in the chain of the Party work and a guarantee for consolidating the Party ranks organizationally and ideologically to intensify the Party life.

He stressed the need in particular to intensify the study of the newly-amended Rules of the Party and the Descriptions of the Rules of the Party, establish the habit of thoroughly observing the rules within the entire Party and orient the organization of and guidance to the Party life towards the implementation of the decisions made at the Party congress.

Referring to the importance of consolidating the class position in the rural communities by strengthening the rural Party work, he added that the city and county Party Committees should build up the ranks of rural junior officials like secretaries of ri Party committees and management board chairpersons and strengthen the Party guidance to enhance their role and sense of responsibility.

He noted that the chief secretaries of the city and county Party committees should not lay stress only on the farming in their guidance to rural areas, but put emphasis on propelling the three revolutions and boost the work of ri Party committees.

He stressed that the city and county Party organizations should make the revolutionary and sound way of life indomitably prevail in the society and make the masses turn the struggle for suppressing and eradicating anti- and non-socialist practices into the work of their own by ceaselessly seeking and applying the effective methods of educating and awakening them.

Noting that the chief secretaries should strengthen the guidance to and control over departments of the city and county Party committees to correctly organize and conduct every work of cities and counties as intended by the Party Central Committee and should inspire officials, Party members and other working people to successfully carry out the revolutionary tasks facing their cities and counties, he set forth concrete tasks to do so.

Saying that the chief secretaries of the city and county Party committees should decisively enhance their political and practical qualifications and work ability and steadily improve their style of work and personality as they are Party officials chiefly responsible for the overall work of relevant areas, including politics, economy, military affairs and culture, he went on:

The most important criterion for the chief secretaries, the chief delegates of the Party Central Committee, is the high Party spirit and political and practical qualifications.

The chief secretaries of the city and county Party committees should become masters well versed in the Party's policies by making strenuous and purposeful efforts to have a thorough knowledge of the idea and line of the Party, and make the whole process of organizing and reviewing the work the educational one of implanting the Party's policies in the mind of officials as their faith.

At the same time, they should strive to be conversant with the actual affairs related to the Party work and acquire many-sided knowledge as well as high cultural attainments.

In the present times when we are going to develop all the cities and counties across the country in an independent and many-sided way, the qualifications of chief secretaries precisely mean the level of development of their cities and counties.

The chief secretaries of the city and county Party committees should make energetic and strenuous efforts not only to be well versed in the Party's policies and actual affairs related to the Party work but to acquire advanced technologies and knowledge about agriculture, industry, architecture, land management, education, public health and other fields, all of which are directly connected with the development of their cities and counties.

Noting that the people actually perceive the dignity and prestige of the Party Central Committee and the love and trust of the mother Party through the county Party committees, through the working method and style of their chief secretaries in particular, Comrade Kim Jong Un repeatedly stressed the need for the chief secretaries of the city and county Party committees to definitely improve their working method, style and manner.

He said it is the most general and basic requirements for making our Party maintain its mode of existence and revolutionary Party discipline and realizing the people-first politics that the county Party committees should become the parents' home where the people truly open their hearts and the ones which take root deep among the people and that chief secretaries should become masters of county economy.

Severely pointing out that the practices devoid of loyalty to the Party and revolution, devotion to the people, respect for comrades and sincere attitude towards work are revealing in the work and life of some chief secretaries, he cleared up the ideological origin of such practices.

He instructed that the chief secretaries should temper and thoroughly cultivate themselves in a revolutionary way and become examples of cadres and Party members in displaying the loyalty to the Party and revolution.

He said that the chief secretaries should keep themselves in grasping and applying the proper method of Party work for rousing Party organizations and members to action and giving priority to political work and educate their subordinate officials with practical examples.

Respected Comrade Kim Jong Un underscored the need for the chief secretaries of the city and county Party committees to apply efficient methods of mass work.

He said that they should naturally become standard-bearers and models in applying our Party's popular character and people-first politics, calling on them to become honest Party officials who prioritize the work for tackling the difficulties in the people's living, treat everyone like their own parents and children, read their minds from their eyes, look and words and take due measures.

And he said that the chief secretaries should find themselves among the masses to depend on them, stimulate their mental power and wisdom and thus achieve successes in the work as instructed by our Party's traditional methods of mass work.

He said that the chief secretaries should become examples for the masses in all aspects including speaking, doing and moral features and to this end, respect their subordinate officials and people anywhere and anytime and honor revolutionary forerunners, not regarding themselves as the privileged.

He noted that the chief secretaries should become examples in observing the proprieties, always bearing in mind the dignity and prestige of the Party Central Committee, which dispatched them, and the revolutionary climate of the Party.

Saying that they should not abuse power and indulge in bureaucracy, irregularities and corruption but be honest in their work and life, he stressed the need for them to remain upright before the Party and the people, keep their families and relatives from seeking after selfish interests and hold under strict control all the officials in their counties not to abuse their power and indulge in bureaucracy, irregularities and corruption.

Noting that the chief secretaries should bring clear and actual results in the economic work of their cities and counties and improvement of the people's living standard by scrupulously planning and guiding the work for implementing the tasks set forth at the 8th Party Congress and the 2nd Plenary Meeting of the 8th Party Central Committee, he continued:

The primary economic task for the chief secretaries of the city and county Party committees is to decisively increase the agricultural production.

They should always attach importance to vigorously rousing agricultural officials and workers to the struggle for carrying out the Party's agricultural policy and concentrate the efforts of the Party on it.

They should raise strong demands to make the cooperative farm management committees of their cities and counties map out farming plans in a scientific and detailed way in conformity with their regional characters and thoroughly carry them out, and help the management committees to substantially guide the farming of their cities and counties by supporting their authority in the work.

In particular, it is necessary to wage an intensive struggle for breaking the habit of talking big deeply rooted down in the agricultural field.

Saying that it is a duty proper to the chief secretaries to spruce up their counties and make their residents lead a happy life, he stressed that they should map out a realistic plan for sprucing up their cities, county seats and rural villages to be appropriate to the civilization level of the times and rely on their own skilled working forces and construction equipment in dynamically forwarding the local construction.

He called for taking the advantages of their own natural and geographical conditions to revitalize local industrial establishments and increase the production of consumer goods and improving the people's living standard by massively rearing the stock including grass-eating domestic animals and breeding fishes.

He told the chief secretaries about the detailed ways for working out correct strategy to develop their cities and counties and improve the people's living standard and tapping their economic foundations and potentials to the maximum.

He stressed that the chief secretaries shouldering the heaviest tasks in upholding our great people should certainly become genuine revolutionaries and communists and to this end, they should make ceaseless efforts for sharing the idea, intention and will with the Party Central Committee.

He expressed belief that the short course would be an occasion for the chief secretaries to further develop their discrimination and uplift their political consciousness and revolutionary zeal and thereby, they would take a fresh stride in turning their cities and counties into rich and civilized socialist paradises.

Noting that they should bear in mind that this year, too, we are faced with gigantic tasks, conditions are unfavorable and our people's expectation for our Party and their desire are very great than ever before, he added that it is high time to thoroughly maintain the correct line set forth by the Party Central Committee and realize the correct political leadership. That is why the responsibilities placed on the chief secretaries of the city and county Party committees are very heavy yet important, he stressed again and again.

He ardently called upon the chief secretaries, who are full of surging excitement and fresh confidence, to join efforts to fight for our great Party and our great people.

When Comrade Kim Jong Un finished his concluding speech, all the participants broke into enthusiastic cheers of "Hurrah!" as a reflection of their humble reverence and gratitude for the outstanding thinker and theoretician, great teacher who specially organized the short course for the chief secretaries of the city and county Party committees and unsparingly dedicated his precious time to indicating the clear orientation and ways for the work of the city and county Party committees at a time when our revolution enters an important and vital period of its development.

The concluding speech he made at the first short course for chief secretaries of the city and county Party committees serves as an important guideline as it advanced the most clear policies and methods for enhancing the roles of the city and county Party committees and their chief secretaries in every way in the struggle for turning all the cities and counties across the country into powerful fortresses for building a highly civilized and prosperous socialism, as required by the era of shifting our revolution over to the next stage of victory.

The chief secretaries of the city and county Party committees, who received the precious instructions of the General Secretary as absolute truth of the revolutionary work and powerful weapon of struggle and innovation, are full of high confidence and enthusiasm to surely bring about clear changes and progress in developing the local economy and improving the people's standard of living by reinforcing the city and county Party organizations as powerful general staff leading the regional development, as befitting the deputies of and regional aides to the Party Central Committee.

   Third-day Sitting of 1st Short Course for Chief Secretaries of City and County P. C. Held   

 

Chief secretaries of the city and county Party committees, who received the respected General Secretary Kim Jong Un's important instructions comprehensively dealing with valuable guidelines and stratagems for turning cities and counties across the country into strong fortresses of socialist construction and rich and civilized regional bases, are attending the short course, full of firm confidence and enthusiasm.

The first short course for chief secretaries of the city and county Party committees continued on March 5.

In the third-day sitting, lectures were given to make the chief secretaries comprehensively and systematically renew the understanding of the issues arising in consolidating the single-hearted unity of the Party and the revolutionary ranks in every way and providing efficient Party guidance for developing cities and counties in an independent and many-sided way.

Lectures were given by O Su Yong, member of the Political Bureau of the Central Committee of the Workers' Party of Korea (WPK) and secretary in charge of economic affairs of the Party Central Committee, and Kim Jae Ryong, member of the Political Bureau of the WPK Central Committee and director of the Organizational Leadership Department of the Party Central Committee.

The lectures dealt with the issues calling on the city and county Party committees to consolidate the revolutionary position, class position by renovating the Party's organizational and ideological work and proficiently mobilize officials, Party members and other working people for implementing the decisions of the Party congress.

Comrade Kim Jae Ryong gave a lecture on practical issues of the Party work arising in building up the ranks of cadres and Party ranks, improving the fighting efficiency of basic Party organizations, thoroughly applying the Party's people-first politics and preparing young people for successors to the revolution and reserves of the Party.

He gave a detailed explanation of the tasks facing the city and county Party committees in transforming agricultural workers on a revolutionary and working class pattern by prioritizing the Party work in rural communities, intensifying the work with primary officials and discharged soldiers in rural areas and intensifying the three revolutions-ideological, technological and cultural- and ways to do so.

He called for conducting fresh political education aiming at elevating the masses' ideological and spiritual strength and creative enthusiasm as urgently required by the era and the developing revolution and for increasing the penetration of idea and efficiency of ideological work by enlisting all the agitprop forces of the Party.

The lecture also dealt with methodological matters for enhancing the role of the city and county Party organizations in developing local economy and improving the people's living standard.

The secretary in charge of economic affairs in his lecture stressed that in order to turn every city and county into civilized and prosperous regional bases of socialist construction and developed regions retaining their inherent characteristics as specified in the general goal of our Party's idea of giving importance to city and county and its line of strengthening them, the city and county Party committees and chief secretaries should offer correct Party guidance and policy-oriented guidance to the economic work.

He explained in detail the measures for settling the problems of food supply for people and raw materials for light industry by giving priority to boosting agricultural production, animal husbandry and fishing which hold a big share in developing the economy of cities and counties.

Recommending the experience gained by the city and county Party committees which have achieved clear successes by encouraging farms to introduce scientific farming methods and correctly apply the socialist principle of distribution, he underscored the need to effectively guide the work for giving further momentum to the movement for high yield and consolidating the material and technical foundations of rural areas while giving priority to boosting the zeal of agricultural workers for production who are masters of agricultural output.

He explained about the ways for increasing consumer goods by revitalizing local industrial establishments in harmony with natural and geographical characters of relevant areas and for sprucing up cities and counties and developing education, public health and physical culture.

It was stressed in his lecture that all the chief secretaries of the city and county Party committees should strengthen the Party work to transform their cities and counties into revolutionary areas and should fulfill their responsibilities and roles as organizers and standard-bearers in the struggle for developing the local economy and improving the people's standard of living, bearing deep in mind the heavy duty entrusted by the Party and the people to them.

Attending the lectures, which intensively dealt with the far-reaching plan of the Party Central Committee for strengthening cities and counties and practical ways for materializing it, with positive and earnest attitude, the chief secretaries are acquiring methodologies and admirable experience effectively applicable to turning their areas into the socialist paradises, model counties.

Amid the continuation of the short course, their revolutionary enthusiasm to fully discharge their duty as deputies of the glorious Party Central Committee and field political officials is getting stronger.

The first short course for chief secretaries of the city and county Party committees, which made a new milestone for the strengthening of the city and county Party committees, renovation of the Party work and regional development in the history of our glorious Party, was closed with the fourth-day sitting on March 6.

The fourth-day sitting took place amid the strong revolutionary enthusiasm of the chief secretaries of the city and county Party committees who are determined to make devoted efforts for the development of their cities and counties and improvement of the people's standard of living, bearing deep in mind the high intention of the respected General Secretary Kim Jong Un who provided them with a precious opportunity for re-equipment and brush-up to become true Party officials honorable before the revolution and faithful to the trust of the people while carefully leading them.

Jo Yong Won, member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea (WPK) and secretary in charge of organizational affairs of the Party Central Committee, had a lecture under the title of more thoroughly establishing the unified leadership system of the Party Central Committee.

He underscored the importance and significance of more thoroughly establishing the unified leadership system of the Party Central Committee in our Party building, its activities and the strengthening of its leadership and fighting efficiency, and gave an detailed explanation of the principles and tasks to be surely maintained by the city and county Party organizations to faithfully uphold the guidance of the Party Central Committee.

He called on the Party organizations to thoroughly establish the revolutionary disciplines and order of acting as one under the instructions of the Party Central Committee and unconditionally implementing the Party's decisions to the end and thus firmly consolidate all the cities and counties into iron fortresses, inviolable cornerstones reliably defending the Party and the state.

It was stressed in the lecture that the chief secretaries of the city and county Party committees should remain boundlessly loyal to the sacred duty entrusted to them by the era and the revolution, keeping in their minds the iron truth that the victory of our revolution, prosperity of the country and happy future of the people rests with defending and upholding the Party Central Committee led by the General Secretary.

Adopted in the short course was a letter of pledge representing the firm resolution of the chief secretaries of the city and county Party committees to successfully turn their regions into fortresses of single-hearted unity and socialist paradises true to the Party's grand line on developing cities and counties.

While guiding the short course, Comrade Kim Jong Un gave valuable instructions which would serve as guidelines in the work of the chief secretaries.

He said:

The city and county Party committees are the main units mapping out a plan to implement the Party's line and policies and executing it. When they forcefully organize and mobilize the masses to the revolutionary work by applying the idea and art of leadership of the Party Central Committee, the flag of victory can be fluttered on the whole front of socialist construction.

The chief secretaries of the city and county Party committees should do skilful and expert work with the officials, Party members and other people with higher sense of responsibility than before to definitely turn the struggle for their regional development into the work for the people themselves.

They should arm themselves and the officials of the city and county Party committees with the Party's idea and line on attaching importance to the cities and counties and rally them and enlist their collective wisdom to make substantial successes. There is no fortress we cannot occupy when we organize all the work according to the demand of the Party policy and specific conditions and rely on the broad masses of people.

All cities and counties will be changed into places good to live in when the chief secretaries of the city and county Party committees set a clear target for development and make continuous revolution and struggle for its realization.

The chief secretaries of the city and county Party committees should actively apply the excellent experiences introduced at the current short course to their work to persistently shape their future and powerfully lead the development of the cities and counties, he earnestly instructed that they should always attach importance to the voice of the people and make the latter estimate their work.

The responsibility for many problems related to the work of the city and county Party committees rests with the chief secretaries of the provincial Party committees as well. He stressed that the chief secretaries of the provincial Party committees should do their duty in improving the work of the city and county Party committees in the province and guiding and helping the chief secretaries of the city and county Party committees.

Respected Comrade Kim Jong Un made a closing address to the first short course for chief secretaries of the city and county Party committees.

Noting that our Party Central Committee attached great importance to the short course with big expectation for the role of the chief secretaries of the city and county Party committees in decisively shifting the socialist construction onto the next stage, he said that through the short course, practical experience for equipping, awakening and inspiring them once again and improving and intensifying the work of the city and county Party committees was accumulated.

He highly appreciated that the chief secretaries of the city and county Party committees across the country participated in a meeting and short course with elated political enthusiasm, cogitation and positive attitude, unanimously bearing deep in their minds the intention of the Party Central Committee.

Saying the chief secretaries should always be aware that officials, Party members and other working people in their cities and counties will keep an eye of greater expectation on them who come back after participating in the first short course, the first of its kind in the history of our Party, he stressed that the solemn pledge taken by the chief secretaries is an oath they swore before the people of their counties and a supreme task to be carried out in any case without fail.

He said that all the chief secretaries should display great courage, strenuous spirit, inexhaustible enthusiasm and devotion hundreds times stronger than ever before to determinedly strive hard with high ideal and great desire for turning their regions into the fortresses of single-hearted unity firmly linked with the Party Central Committee in idea and intention and into bases of happiness where the people enjoy actual wellbeing and civilization.

He called upon the chief secretaries to fulfill their responsibility and role in renovating the Party work and developing their cities and counties in strict accordance with the strategic and tactical policies and tasks which were set forth at the historic Party congress and the plenary meeting of the Party Central Committee and detailed in the short course.

He asked all the chief secretaries to conduct a powerful organizational and political work for implementing the Party's policies with a fresh view and attitude that they are newly appointed and start their work from now, play the role of steering the development of cities and counties well and thus bring about clear changes and successes to be welcomed and realized by the people.

Saying that the chief secretaries should possess of the spirit of unconditionally serving the people and the organizing ability and drive, practical capability and noble moral traits appropriate for officials who are in charge of regional bases of socialist construction, he warmly called upon them to make every possible effort to record in history the decisions made at the 8th Party Congress as the ones successfully implemented.

Enthusiastically appealing to them to become real servants accepted by the people on the road of serving our great people, he declared the first short course for chief secretaries of the city and county Party committees closed.

When he finished the closing address, all the participants raised stormy cheers of "Hurrah!" with boundless respect for the General Secretary who indicated clear orientation and ways for epoch-making development of all cities and counties across the country with his rare wisdom and outstanding ideological and theoretical activities and instilled them with great confidence and courage.

All the chief secretaries made a firm resolution to resolutely defend the dignity of the Party Central Committee and certainly repay the great trust of the people by thoroughly applying in their work the leadership traits of the General Secretary, who is spending the days of noble devotion to the prosperity of the country and happy life of our people, and thus registering practical success.

The first short course for chief secretaries of the city and county Party committees to be specially recorded in the militant course of our Party towards fresh victory of the revolution will serve as an opportunity of great change to cement the foundation for the development of cities and counties, regional bases of socialist construction, and dynamically propel the strengthening of our Party and overall development of the country.

 

 

 

Respected Comrade Kim Jong Un Has Photo Session with Participants in First Short Course for Chief Secretaries of City and County Party Committees

Kim Jong Un, general secretary of the Workers' Party of Korea, had a photo session with chief secretaries of the provincial, city and county Party committees, who participated in the first short course for chief secretaries of the city and county Party committees, at the office building of the Party Central Committee on March 6.

The chief secretaries of the city and county Party committees were greatly excited for the great favors bestowed upon them by the respected General Secretary who specially organized the short course for the first time in the history of our Party at the supreme General Staff of the Korean revolution, gave important instructions while guiding the course for four consecutive days and had an honorable photo session with them.

After declaring the short course closed, Comrade Kim Jong Un appeared in the photographing venue, talking with chief secretaries of the provincial, city and county Party committees.

Expressing the expectation and belief that the chief secretaries of the provincial, city and county Party committees across the country who should leave for their dispatched places with fresh determination and readiness would prove their sacred pledge made before the Party Central Committee and the people true with practical successes by dynamically conducting the revolutionary work as they studied and armed themselves in the short course, he had a significant photo session with them.

At the end of the photo session, the chief secretaries of the provincial, city and county Party committees raised enthusiastic cheers of "Hurrah!" in excitement in reflection of warm gratitude and loyalty to the General Secretary who repeatedly bestowed upon them great privilege and great political trust that they should become true Party officials, genuine revolutionaries holding the people with sincerity and sharing joys and sorrow with them.

Respected Comrade Kim Jong Un warmly encouraged them, waving back to the chief secretaries who were full of high confidence and fighting spirit.

The chief secretaries of the provincial, city and county Party committees made a firm pledge to present the report of loyalty to the Party Central Committee by strongly consolidating the city and county Party organizations into powerful political general staffs and surely achieving clear and actual successes desired by the people, as field political officials who received instructions directly from the respected General Secretary.
