The Primary Skill Economic Leading Officials Must Possess is High Political Consciousness

For an economic leading official, it is essential to be equipped with the ability to bring about continuous economic growth, such as by skillfully applying economic laws and correctly utilizing various economic levers.

However, there is something that must be prioritized and constantly enhanced before this.

It is political consciousness.

The respected Comrade Kim Jong Un said as follows.

"Officials must deeply study and embody the Party's policies to think and act in accordance with the demands of Party policy anytime, anywhere, and in particular, they must deeply study the Party policies of their own sectors and units and make them their flesh and blood."

Political consciousness becomes the foremost, core, and essential factor that regulates the activities of officials who must realize the Party's plans and intentions most accurately, most thoroughly, and most perfectly.

Moreover, for economic leading officials who are in charge of the economic front, the main front of socialist construction, and who must be vigorously active in the struggle to implement the Party's economic policies, political consciousness is a true asset that cannot be compared to any economic resource.

Even if one has high practical ability and broad knowledge in the economic field, if their political consciousness is low, they will not only be unable to manage and operate the economy in line with socialist principles, but they will also be unable to develop the economy with a sense of purpose, and eventually, they will become an obstacle hindering the implementation of the Party's economic policies.

For economic leading officials to possess high political consciousness is a matter of course, given the present reality where the struggle to successfully conclude the Five-Year Plan presented by the Party Congress is being waged more boldly, more substantially, and more intensely.

Today's path of struggle to achieve greater victory from victory is not a smooth one, and only a few months remain until the end of the year.

Under conditions where objective circumstances remain unfavorable and there is still much work to be done, it becomes an even more urgent issue for economic leading officials to possess high political consciousness and powerfully lead the work of their sectors and units.

The reality of Sangwon clearly demonstrates this.

When the officials of the Sangwon Cement Complex set a miraculous production increase target, the objective conditions were no different than usual. However, because they cherished above all else the great trust of the Party Central Committee, which had designated their workplace as the Party's eldest son enterprise, and because they had deeply engraved the truth that the most powerful weapon in staunchly supporting the Party's grand construction plan is the heightened spiritual strength of the masses, they were able to take on the challenge of a target that could never be calculated with the accountant's mindset of merely clicking an abacus.

This cannot be seen as an issue confined to Sangwon. Today, in the sectors and units that are making substantial progress in the battle to implement Party decisions, there are officials with high political consciousness.

Thus, the level of officials' political consciousness is the measure of their quality, ability, and performance.

All economic leading officials must always bear this deeply in mind and stake their lives on the work of raising their political consciousness.

First and foremost, it is important to be thoroughly armed with the Party's ideology and policies.

The level of political consciousness is not proportional to years of service or rank, nor does it rise on its own. High political consciousness is the product of steady study of Party policy.

Economic leading officials must make it a part of their daily life and habit to deeply study Party documents and directives and to regularly study important articles and materials published in periodicals, no matter how intense their work may be. They must always pay primary attention to raising their political consciousness and consciously strive to absorb new ideological nourishment, including the Party policies presented in each period. They must also broaden the scope of their self-study to be rich and multifaceted, turning the entire process of their work and life into a process of learning.

Next, it is important to actively learn from the Party spirit and loyalty possessed by the pioneering generation of the revolution and the founding generation of the Party.

To take the Leader's ideology and line as the starting point and sole standard for all thought and practice and to act only in accordance with them; to willingly jump into fire if it is for the sake of carrying out the Party's orders and directives and to implement them unconditionally—this forms the core of the noble spirit and fighting style of the pioneering generation of the revolution and the Party-founding generation, and it enlightens all officials today as to where they should set the coordinates of their life and struggle.

Economic leading officials, like the officials of the preceding revolutionary generations, must cultivate the habit of meticulously analyzing all work from the standpoint of Party policy, constantly purifying themselves with the Party's line and policies, and preparing themselves as individuals fully equipped with the Party's ideology. They must bear in mind that their Party spirit and revolutionary spirit are verified by their implementation of Party decisions, and they must subordinate and orient every process and moment of their work and life toward the implementation of Party decisions. They must resolutely break with irresponsibility, empiricism, and expediency and, with a high degree of awareness, thoroughly implement economic policies, thereby defending the authority of the Party in every way.

To consistently carry out the entire process of economic work as political work and to constantly temper oneself through practical activities is an important way to enhance political consciousness.

If one sits at a desk crunching numbers, emphasizes only economic practicalities, and does not immerse oneself in the practical struggle, one cannot orient everything toward implementing the Party's plans and intentions, and will eventually end up prioritizing calculations and playing games in the struggle to implement Party decisions. The practical struggle of breaking through confronting difficulties and obstacles to implement Party policy is the very arena where officials can raise their political consciousness.

Economic leading officials must thoroughly embody our Party's traditional work method to lead the work of their sectors and units, and at the same time, they must constantly build their ideological cultivation through the process of always thinking, striving tirelessly, and waging a devoted struggle for the implementation of Party decisions.

All economic leading officials must possess high political consciousness before knowing economic laws and thoroughly implement the Party's economic policies, thereby fulfilling their responsibilities and roles in today's demanding struggle to open up a new era of our state's revival.

The officials and workers of the agricultural sector across the country, who have achieved great success in this year's early crop farming, have been putting effort into preparations for sowing with the enthusiasm to achieve even greater results in next year's wheat and barley farming.

We must not be complacent with this.

As the struggle to implement the Party's policy of changing the grain production structure is waged boldly year after year, the area under wheat cultivation continues to expand. This means more effort is required for sowing. However, the optimal sowing time must be unconditionally ensured.

Reality demands that officials and workers in the agricultural sector take firm hold from a new perspective and innovatively carry out sowing preparations.

It is important for provincial, city, and county agricultural guidance organs and farms to meticulously examine whether there are any gaps in the already established sowing schedules and to focus on taking proactive measures to prevent any voids in the organizational work for their precise execution.

It is necessary to review the process of this year's wheat and barley farming.

Officials in many units, with a heavy sense of responsibility for the fate of Party policy, strove tenaciously every day and every hour to make thorough preparations for sowing. They checked one by one for any shortcomings in seed preparation, whether farm machinery was fully prepared to sow at the right time, and if there were any omissions in having spare parts for each type, and took necessary measures in a timely manner. They must once again carefully inspect the condition of farm implements and urgently rectify any shortcomings.

The work of introducing high-yield cultivation techniques that have proven effective in practice, tailored to one's own conditions, must also be actively promoted.

All officials and workers in the agricultural sector must ensure that there are no minor gaps in sowing preparations so that they can once again achieve great success in wheat and barley farming, which the Party values so highly.

Recently, at the Rakrang Farm Machinery Workshop, the operating rate and performance of equipment have significantly improved, and their management is being carried out responsibly. For several years, the workshop has been persistently pursuing the goal of restoring the original performance of equipment whose operating rate had dropped due to their old age, and retrofitting some equipment, such as the vertical lathe, into numerically controlled ones, and has seen results.

The process was by no means smooth.

There was a lack of technology and experience, and a lot of materials and funds were also needed. What was more problematic was the erroneous viewpoint of some people who said, "Let's do it later when conditions improve," because the conditions were unfavorable.

However, officials, including manager Choe Sung Chol, made a bold choice, staking the workshop's future on science and technology. They stayed up late at night analyzing scientific and technical data to find solutions and sat down with technicians and skilled workers to pool their wisdom. When there were failures, they encouraged the technicians and skilled workers with confidence and courage, pushing them to advance unhesitatingly on the path to success.

Because the officials' viewpoint on science and technology was so firm, the technicians were able to work with confidence. They finally succeeded in introducing numerical control technology to equipment like the vertical lathe. As a result, the workshop secured a guarantee for increasing precision and improving work efficiency in parts processing.

In the past, among some employees, there was a tendency to rely on experience once their skill level reached a certain point, instead of striving to learn more.

During the days of striving, holding onto science and technology as the lifeline for the unit's development, the officials and employees also built various target facilities, contributing to the economic development of the district.

As a result of the workshop's reconstruction project, which was pushed forward with the district's interest since the start of the second half of the year's struggle, being completed in just over a month, the material and technical foundation has been further strengthened.

Experience shows that when officials have a correct viewpoint on science and technology and technical innovation and methodologically carry out the work of strengthening the foundation, they can put the unit's work on an upward trajectory.
