Making a New Historic Turning Point of Korean Revolution

Registered in the history of the anti-Japanese revolutionary struggle in Korea is the Xiaohaerbaling Meeting which presented a strategic line on actively greeting the great event of national liberation.

Researcher Pak Jong Ho at the Korean Revolution Museum says:

"The Xiaohaerbaling Meeting was a historic meeting which decided on changing the strategic line at the time when the Korean revolution had a new turning point, along with the Mingyuegou Meeting in December 1931 and the Nanhutou Meeting in February 1936 that presented important strategic lines of the anti-Japanese armed struggle."

In the 1940s the Japanese imperialists mobilized huge armed  forces into "suppressing" the Korean People's Revolutionary Army, calculating that they could not win victory in the Sino-Japanese War and realize the ambition of "Greater East Asia Co-Prosperity Sphere" without destroying the Korean People's Revolutionary Army.

The prevailing situation urgently demanded a new strategic line of revolution.

In order to go over to a new strategic step in the revolutionary struggle, it was necessary to make the correctest option to hasten the final victory on the basis of the calculation of our own force and a scientific analysis on the past struggle.

To change the line, the Great Leader Kim Il Sung saw whether the strategic task specified in the preceding step had been carried out or not and carefully examined the changes in the balance of forces between friend and foe.

At that time we had our own hardcore force that could carry out the task of new strategic stage with success.

In particular, the Korean People's Revolutionary Army was firmly prepared both politically and ideologically and in military technique.

Kim Il Sung matured a new operational plan on preserving and amassing the forces in order to actively meet the great event of national liberation.

Pak Jong Ho continues:

"The great leader Kim Il Sung held a meeting of military and political cadres of the Korean People's Revolutionary Army in Xiaohaerbaling, Dunhua County, between August 10 and 11, Juche 29(1940) and made a historic report under the title 'On Preparing for the Great Event of National Liberation'. In the report he set forth a strategic line on actively meeting the great event of national liberation and a policy on its implementation.

He defined it as a new strategic task that should be carried out in the period of the great event to preserve and amass the forces of the Korean People's Revolutionary Army, the mainstay of the Korean revolution, and train them as competent political and military cadres.

In order to successfully carry out the strategic task he put forward a new policy of struggle on transferring from large-unit operation to small-unit operation."

Kim Il Sung said the final victory is ours and the Japanese imperialists will surely go to ruin and called upon all to wage a dynamic struggle to hasten the great event of national liberation.

Upon the new strategic line put forward by him, soldiers of the Korean People's Revolutionary Army were full of confidence in victory and spirit to annihilate the enemy. Many small units and groups boldly fought a mobile warfare everywhere they went at home and in Manchuria, dealing a serious political and military blow at the enemy.

Indeed, the Xiaohaerbaling Meeting was a turning point that developed the anti-Japanese armed struggle into a new strategic stage for final victory; it was a historic meeting that marked a turning point in making full preparations for final decisive battle against the Japanese imperialists and for successfully building a new society in the liberated country.
