Joint Plenary Meeting of the Central Committees of the Solidarity Group and the Youth League Held

From August 28 to 30, 2026, a joint plenary meeting of the Central Committees of the DPRK International Solidarity Group (DPRK ISG) and the DPRK International Youth Friendship League (DPRK IYFL) was held in an online format.

On August 28, the meeting was attended by Comrade Alexander Mostov, Director of the 4th Administrative Department of the Central Committee of the DPRK ISG; Comrade Dmitry Vasilets, Head of the Ukrainian Executive Committee of the DPRK ISG; Comrade Victor Malafeev, Deputy Head of the Ukrainian Executive Committee and candidate member of the Central Committee of the DPRK ISG; Comrade Alexander Kiyashchenko, founder of the "JoJack" movement; and Vedoslava, activist.

The plenary meeting reviewed the results of the humanitarian direction of the DPRK ISG's work, considered issues of coordination with friendly movements, and approved general approaches to further activities.

On August 29, the meeting was attended by Comrade Zheng Yutong, Chairwoman of the Central Committee of the DPRK ISG and President of the DPRK ISG; Comrade Alexander Mostov, Director of the 4th Administrative Department of the Central Committee of the DPRK ISG and Chairman of the Central Committee of the DPRK IYFL; Comrade Luan Xinlong, Head of the Chinese Executive Committee of the DPRK ISG; Comrade Ivan Kozlov, First Secretary of the Central Committee of the DPRK IYFL; Comrade Sergey Mikhailov, Second Secretary of the DPRK IYFL; Comrade Margarita Popova, Third Secretary of the Central Committee of the DPRK IYFL; Comrade Miruna Georgiana Pandele, candidate member of the Central Committee of the DPRK ISG and Regional Secretary in Romania; Serbian activist Milos Karadzic and Italian activist Yuri Sgherri, as well as other relevant members and candidate members of the Central Committees of the DPRK ISG and the DPRK IYFL.

The plenary meeting discussed the emergency situation that took place in Turkey with activists of the organization.

In the course of the plenary meeting, President Zheng Yutong heard reports from key members of the Central Committees on the situation in the regional executive committees and primary cells, specifically considered personnel matters and preparations for the inter-university conference, and also approved the main directions of work for the coming period.

Speaking with a report on the situation in Turkey, Director Mostov engaged in self-criticism. He noted that, despite all measures taken on our side, he had failed to ensure the safety of the activists entrusted to him by the Central Committee, assuming full responsibility for this. He stressed that at present the Administrative Department has already paid compensation for the unplanned expenses of activist Daria Kadkina.

Director Mostov described the conspiracy theories about the "involvement" of the World Anti-Imperialist Platform in the arrest or about any "provocations" on its part as categorically untrue nonsense, stressing that the Platform, on the contrary, had sought the release of those detained with all its forces and resources.

Activists Milos Karadzic and Yuri Sgherri, who had recently joined the DPRK IYFL, noted in their remarks that the main cause of the situation in Turkey had been the negligence of the Turkish organization that acted as the organizer of the conference, and called for relying exclusively on our own forces in ensuring security at international conferences.

Reports on the work of the regional branches were delivered by leading officials Rita Popova, who reported on obtaining permission to open a DPRK friendship club at St. Petersburg State University, and Georgy Dmitriev, who reported on plans to open a club in Krasnoarmeysk at the end of September or the beginning of October.

On behalf of the Central Committee of the DPRK IYFL, First Secretary Ivan Kozlov and Second Secretary Sergey Mikhailov reported on preparations for the inter-university conference, stressing the need to determine the list of foreign participants by the end of the following week. Comrade Mikhailov noted that the level of the reports must be appropriate — scientific and objective — while at the same time avoiding topics that should not be raised at such an official event.

On August 30, Comrade Zheng Yutong, Chairwoman of the Central Committee of the DPRK ISG and President of our organization, signed the decision of the joint plenary meeting.

In accordance with the decision, Karen Shakhnikyan was expelled from our organization, and Alexander Mostov was removed from the Board of its collective member — the Russian Society for Friendship and Cultural Cooperation with the DPRK. In addition, on the basis of a corresponding appeal, the membership of Nicholas Read was terminated.

Starting from November 1, 2026, the restructuring of the 4th Administrative Department of the Central Committee of the DPRK ISG will begin. The grounds cited for this decision are the security problems revealed as a result of the arrest of the Director of the Department in Turkey, the need to divide powers between departments, and the need to create the 5th Department of the Central Committee of the DPRK ISG.

Milos Karadzic and Yuri Sgherri were included as members of the Central Committee of the DPRK IYFL as representatives of the youth wing and nominated as candidate members of the Central Committee of the DPRK ISG.

It was established that primary cells of the DPRK IYFL are subordinate exclusively to the decisions and instructions of the Central Committee of the DPRK IYFL. The membership of DPRK ISG and DPRK IYFL activists in the Russian Society for Friendship and Cultural Cooperation with the DPRK is considered terminated. All matters of interaction with the Society for Friendship are resolved through the Central Committee of the DPRK IYFL and the Central Committee of the DPRK ISG.

Gratitude was expressed to Alexandra Mikhailova, Stanislav Vasilyev, the "JoJack" movement headed by Alexander Kiyashchenko, Sergey Mikhailov, Ivan Kozlov, the lawyers of the Turkish side, as well as the World Anti-Imperialist Platform for their active contribution to the swift release of the detained activists, their demonstrated solidarity, and decisive actions, including the organization of rallies and pickets.

The work plan of the DPRK ISG and the DPRK IYFL for September–December 2026 was approved. It includes an official visit to the People's Republic of China in September, the continuation of the work of the existing DPRK friendship clubs in Moscow, St. Petersburg, Vladivostok, Krasnoarmeysk, Smolensk, and other cities, the opening of new clubs and the recruitment of new activists, the preparation and holding of an inter-university conference in October 2026 in Moscow with the participation of representatives of the DPRK, China, Serbia, and Italy, as well as the strengthening of international cooperation with friendly organizations and movements.

Taking into account the difficult situation set out in the appeal of the members of the Armenian DPRK Solidarity Group, the status of the Armenian Executive Committee was changed to "temporary Armenian Executive Committee." Its activities will be maintained in a limited mode until the next meeting is held and a new head is elected.

The decision entered into force immediately.
