On May 16, the signing of the Association Agreement between the DPRK International Youth Friendship League (IYFL) and the Combined Pioneer Detachment named after the young underground hero Vasily Kuznetsov took place in Moscow.

The ceremony was held on the eve of the 80th anniversary of the Korean Children's Union. It was attended by officials of our organization, including Comrade Alexander Mostov, Director of the 4th Administrative Department of the Central Committee of the DPRK International Solidarity Group (DPRK ISG) and Chairman of the IYFL Central Committee; Comrade Ilya Kleymenov, Supervisor of the Pioneer Program of the DPRK ISG Central Committee; Comrade Sergey Mikhailov, Second Secretary (for International Relations and Scientific Work) of the IYFL Central Committee; and others.

Under the Association Agreement, all persons under the age of 14 who wish to join the Youth League will receive a mandatory offer from the IYFL Central Committee to join the Combined Pioneer Detachment named after the young underground hero Vasily Kuznetsov. The Pioneer Detachment has committed to respecting the Great Leader Comrade Kim Il Sung, the Great Leader Comrade Kim Jong Il, and the respected Comrade Kim Jong Un, following the Juche socialist theory, and to assisting the Youth League in disseminating truthful information about the DPRK and strengthening friendship among peoples.

The document was signed by Comrade Alexander Mostov, Chairman of the IYFL Central Committee, and Comrade Alexander Mironov, Chairman of the Pioneer Detachment Council.

In his speech, Comrade Ilya Kleymenov stressed that the pioneer movement has historically served as the foundation for educating committed internationalists for decades to come. Comrade Mironov, in turn, noted that association with the Youth League is a logical continuation of the glorious pioneer traditions, as every pioneer's duty is to know the truth about the DPRK and to resist imperialist lies.

Then, representatives of the younger generation addressed the audience. Young artists presented a rich concert program, including patriotic songs, choreographic performances, and recitation of poetry. The creative collective performance of the dance "Orphans" and the heartfelt song "Rise Up, Blue Nights, with Campfires" elicited a particularly strong response from the audience.

ASSOCIATION AGREEMENT

May 16, 2026 — The DPRK International Youth Friendship League (IYFL), represented by the Chairman of the Central Committee, acting on the basis of the Declaration on the Establishment of the IYFL and the Charter of the DPRK International Solidarity Group, on the one hand, and the Combined Pioneer Detachment named after the young underground hero Vasily Kuznetsov (hereinafter – the Pioneer Detachment), represented by the Chairman of the Council, acting on the basis of the Charter of the Pioneer Detachment, on the other hand, guided by the principles of friendship among peoples, patriotic education of youth, and the development of the international solidarity movement with the DPRK,

have concluded this Agreement as follows:

Article 1. Subject of the Agreement
1.1. This Agreement establishes the basis for the association of the Pioneer Detachment with the DPRK International Youth Friendship League.
1.2. The Pioneer Detachment shall receive the status of a collective member of the IYFL with all rights and obligations arising from the Declaration on the Establishment of the IYFL and the Charter of the DPRK ISG.

Article 2. Rights of the Pioneer Detachment as a Collective Member
2.1. The Pioneer Detachment has the right to delegate its permanent representative to the Central Committee of the IYFL with a consultative vote.
2.2. Members of the Pioneer Detachment have the right to participate in events, projects, and actions of the IYFL.
2.3. Upon reaching the age of 14, members of the Pioneer Detachment have the right to join the IYFL individually on the terms provided for in Article 5 of the Declaration on the Establishment of the IYFL (full membership with voting rights).
2.4. The Pioneer Detachment has the right to use any symbolism of the IYFL and to refer to its status as a collective member of the organization.
2.5. The Pioneer Detachment has the right to receive assistance from the IYFL in organizing solidarity events with the DPRK, publishing news and statements, and sending congratulatory telegrams to the respected Comrade Kim Jong Un.

Article 3. Obligations of the Parties
3.1. The Pioneer Detachment undertakes to respect the Great Leader Comrade Kim Il Sung, the Great Leader Comrade Kim Jong Il, and the respected Comrade Kim Jong Un, following the Juche socialist theory.
3.2. The Pioneer Detachment undertakes to assist the IYFL in disseminating truthful information about the DPRK and strengthening friendship among peoples.
3.3. The IYFL undertakes to provide comprehensive assistance to the Pioneer Detachment in organizing solidarity events with the DPRK, publishing news and statements, and sending congratulatory telegrams to the respected Comrade Kim Jong Un.

Article 4. Procedure for Membership in the IYFL for Persons under 14 Years of Age
4.1. All persons under the age of 14 who wish to join the IYFL shall receive a mandatory offer from the IYFL Central Committee to join the Combined Pioneer Detachment named after the young underground hero Vasily Kuznetsov.
4.2. Joining the IYFL for the said category of persons is possible only after formalizing membership in the Pioneer Detachment and subject to compliance with the provisions of this Agreement.

Article 5. Representation in the Central Committee
5.1. The permanent representative of the Pioneer Detachment in the Central Committee of the IYFL has the right to participate in meetings of the Central Committee, to submit proposals, and to receive information on the activities of the organization.
5.2. The representative of the Pioneer Detachment is appointed for a term of one year with the right of subsequent reappointment.

Article 6. Final Provisions
6.1. This Agreement shall enter into force upon signing by both Parties.
6.2. The Agreement may be terminated at the initiative of either Party with a written notice of 30 days.
6.3. Amendments and additions to the Agreement shall be made in writing and signed by authorized representatives of the Parties.
