出席会议的有：国际团结朝鲜社团领导委员会主席亚历山大·莫斯托夫、常驻中国代表李纪峥和常驻欧盟代表弗里茨·施密特。
俄罗斯联邦列宁共产主义青年团圣彼得堡市委意识形态工作委员会成员尼基塔·多布罗夫也出席了此次会议。

洪水带来的灾难是，仅仅在黄海北道银波郡大青里的一个劳动者区就有超过730个平房、面积超过600町步的稻田被淹没、179座建筑被毁等等。已经出现了充满人道灾难的危险局势。
