I send warm congratulations and comradely greetings to you as regards the successful 13th Congress of the Communist Party of Viet Nam and your reelection as General Secretary of the Central Committee of the Communist Party of Viet Nam.
You have assumed the heavy responsibility of the head of the Communist Party of Viet Nam again, which is an expression of the high confidence and expectation of your party leadership, the entire party members and the Vietnamese people for you who have long made devoted efforts to strengthen and develop the party and the state.
I hope that the Vietnamese party and people would wage a vigorous struggle to implement the decisions of the 13th Congress of the party under your leadership and thus make a new development in building a powerful and prospering socialist state.
Availing myself of this opportunity, I believe that the relations of friendship and cooperation between our two parties and two countries with a long history and tradition would be further strengthened and developed in the spirit of the agreement made with you in March 2019.
