The full text follows: Let Conscious Law-Abiding Activities Become Custom and a Social Climate The respected Comrade Kim Jong Un said as follows: “All sectors and all units should thoroughly implement the Party's policies and lines, the state's laws, decisions and instructions, and all officials and workers should observe legal norms and order with a high awareness as masters of our society and citizens of the Republic.” The 9th Congress of the Party raised the continued intensification of the work to ensure unified action throughout socialist construction and to establish a strong discipline as a priority demand to be maintained in the era of comprehensive development, and importantly stressed the strengthening of the work to establish a law-abiding ethos throughout society for this purpose. A law-abiding ethos is an ethos in which people treat the laws of the state with dignity, correctly observe them, and thoroughly implement them in a timely manner, and is a concept that expresses both law-abiding consciousness and law-abiding activities. Strengthening the work to establish a law-abiding ethos is an indispensable demand for realizing unified action and establishing a strong discipline throughout socialist construction. Only by strengthening the work to establish a law-abiding ethos throughout society can we ensure unified action according to one order and discipline in line with the demands of the era of comprehensive development, and further accelerate the smooth development of all fields. The legal order of the state is maintained not by the control of a few legal officials but by the conscious law-abiding awareness of all citizens, and law-abiding awareness is consolidated through constant law-abiding education. To make the conscious law-abiding activities of members of society become their own custom and a social climate—this is precisely the goal set by our Party in establishing a law-abiding ethos throughout society. Party organizations and officials must deeply realize that strengthening the work to establish a law-abiding ethos throughout society is an issue of great importance in accelerating the comprehensive development of the state, and fully discharge their responsibility and duty. At the same time, special efforts must be directed to breaking down the wrong attitude that one can live even by violating the law. It is decisive to raise the role of the Socialist Legal Life Guidance Committee. The Socialist Legal Life Guidance Committee is a collective guidance body that uniformly organizes, guides, controls and supervises the legal life of all institutions, enterprises, organizations and citizens within its jurisdiction. To do so, they must regularly and steadily conduct study to be well versed in legal norms and regulations, and become exemplars in consciously and strictly observing the legal regulations and order of the state in all aspects of work and life. It is essential to further raise the intensity of the legal struggle. The issue of establishing a strong discipline of strictly observing laws throughout society cannot be solved by education work alone. Only when strict and intensive legal control and legal struggle are backed up along with ideological struggle can people treat laws with dignity and consciously observe them, and establish a revolutionary system and order in all areas of state and social life. The conscious law-abiding awareness of the masses is by no means formed in an instant. It can be cultivated only when law-abiding education is conducted substantially to make people deeply realize that thoroughly observing the law is precisely a vital demand that safeguards the interests of the state and society as well as themselves and their families. Therefore, officials must never neglect the law-abiding education work to encourage the masses to voluntarily rise up in the work of observing and implementing the legal norms and regulations of the state, but must carry it out regularly and in a more methodological manner. Therefore, we had the members of the Socialist Legal Life Guidance Committee each take charge of the units that launched the movement for winning the title of Model Law-Abiding Unit and carry out concrete division-of-labour organization work, so that the education work to raise the law-abiding consciousness of the masses would be conducted in various forms and methods. We regularly reviewed the performance of the members' division of labour every week. By going to the relevant units and concretely investigating how they conducted law-abiding education at what places, and evaluating the good points, we also meaningfully carried out the work so that the officials inside the county themselves would be ideologically mobilized in the work for establishing a law-abiding ethos. Also, paying attention to the role of the responsible officials of all units, we established a seamless system of concrete control and review of the progress of law-abiding education. As a result of all officials inside the county being mobilized as one in law-abiding education work, dozens of units were able to rise to a level where they could become Model Law-Abiding Units within several months. In the future as well, we will further enhance the role of officials in the work for establishing a law-abiding ethos. As this was done, the atmosphere gradually began to change. Not content with this, we also normalized the work of timely identifying the problems raised among the employees through the legal lecturers, discussing them with the Party organization and solving them. Thus, in many units including the utility power workshop, the role of the legal lecturers became active, and an ethos was established in which everyone participates in law-abiding education work without omission and regularly. In the future as well, we will remain aware of the sense of mission of the legal explanation manager, inspire the law-abiding consciousness of the employees, and more thoroughly establish the ethos of conducting all production activities according to the demands of the law. First of all, we actively encouraged the experience discussions of exemplary legal lecturers. We presented the manager, the legal explanation manager of the Ryongjon Fruit Farm from many years ago, to publish his experience, and it gave a great shock to the administrative managers inside the county. As this was done, the pride of the officials and workers of Model Law-Abiding Units grew, and the officials of units that were not so became awakened and exerting. As a result of the raised level and role of the legal lecturers, the number of Model Law-Abiding Units increased from about 10 to over 430 in the last four years, and in January this year, our county won the title of Model Law-Abiding County. In the future as well, we will actively explore and apply novel and creative methodologies to raise the role of the legal lecturers in every way and further glorify the title of Model Law-Abiding County.
