Let Conscious Law-Abiding Activities Become Custom and a Social Climate

The respected Comrade Kim Jong Un said as follows:

“All sectors and all units should thoroughly implement the Party's policies and lines, the state's laws, decisions and instructions, and all officials and workers should observe legal norms and order with a high awareness as masters of our society and citizens of the Republic.”

The 9th Congress of the Party raised the continued intensification of the work to ensure unified action throughout socialist construction and to establish a strong discipline as a priority demand to be maintained in the era of comprehensive development, and importantly stressed the strengthening of the work to establish a law-abiding ethos throughout society for this purpose.

A law-abiding ethos is an ethos in which people treat the laws of the state with dignity, correctly observe them, and thoroughly implement them in a timely manner, and is a concept that expresses both law-abiding consciousness and law-abiding activities.

Strengthening the work to establish a law-abiding ethos is an indispensable demand for realizing unified action and establishing a strong discipline throughout socialist construction.

Only by strengthening the work to establish a law-abiding ethos throughout society can we ensure unified action according to one order and discipline in line with the demands of the era of comprehensive development, and further accelerate the smooth development of all fields.

The legal order of the state is maintained not by the control of a few legal officials but by the conscious law-abiding awareness of all citizens, and law-abiding awareness is consolidated through constant law-abiding education.

To make the conscious law-abiding activities of members of society become their own custom and a social climate—this is precisely the goal set by our Party in establishing a law-abiding ethos throughout society.

Party organizations and officials must deeply realize that strengthening the work to establish a law-abiding ethos throughout society is an issue of great importance in accelerating the comprehensive development of the state, and fully discharge their responsibility and duty.

It is a priority to substantially conduct the work of legal explanation so that the masses know the laws of the state well and observe them voluntarily.

How people treat and observe laws depends on their law-abiding consciousness. Law-abiding consciousness is not innate or formed by itself, but is formed and consolidated through constant legal explanation work. Therefore, legal explanation work becomes the primary link in establishing a law-abiding ethos.

Administrative managers of institutions and enterprises must value legal explanation work no less than the current administrative and economic work and consciously make efforts. On the basis of setting a law-abiding education plan realistically and concretely, they should not stop at reading out explanatory outlines sent from above, but should actively apply various effective forms and methods suited to the actual conditions of their units, the professional characteristics and levels of the employees. They must clearly let people know the relevant contents of the Socialist Constitution, sectoral laws and regulations, especially the legal regulations essential for organizing and conducting work, and the contents of legal norms to be observed in daily life, and what legal sanctions they will face if they violate them, so that they can have a clear standard of conduct. At the same time, special efforts must be directed to breaking down the wrong attitude that one can live even by violating the law.

It is decisive to raise the role of the Socialist Legal Life Guidance Committee.

The Socialist Legal Life Guidance Committee is a collective guidance body that uniformly organizes, guides, controls and supervises the legal life of all institutions, enterprises, organizations and citizens within its jurisdiction.

While continuously raising the responsibility and role of the members of the Socialist Legal Life Guidance Committees at all levels, the legal departments at all levels should be well organized and made to play their proper role so that the Legal Life Guidance Committee can smoothly perform its functions.

It is also important that officials themselves become models and examples in observing the laws of the state with high law-abiding consciousness.

The thorough law-observing ethos of officials themselves produces greater effect than hundreds or thousands of explanations by words. In this light, it can be said that in establishing legal discipline, officials are in an incomparably more important position than ordinary workers or residents.

To impress upon people the dignity of our laws and strongly give them the awareness that legal norms and order must be observed unconditionally and correctly, officials themselves must first set an example by consciously and dutifully observing legal demands. To do so, they must regularly and steadily conduct study to be well versed in legal norms and regulations, and become exemplars in consciously and strictly observing the legal regulations and order of the state in all aspects of work and life.

It is essential to further raise the intensity of the legal struggle.

The issue of establishing a strong discipline of strictly observing laws throughout society cannot be solved by education work alone. Only when strict and intensive legal control and legal struggle are backed up along with ideological struggle can people treat laws with dignity and consciously observe them, and establish a revolutionary system and order in all areas of state and social life.

Legal organs should raise the intensity of the struggle against unlawful acts in keeping with their duty, and Party organizations should continuously intensify Party guidance so that people's power organs and legal organs properly organize and conduct legal activities.

In this way, when every sphere of work and life is turned as it is into a realm of law-abiding education and a space of legal control, everyone will accept the demands of the law like breathing air every day and every moment, and will be conscious that they are always working and living under the control of the law.

Formalism That Must Be Guarded Against

In any work, the main factor that hinders practical achievements is formalism.

It is likewise the same in the work to establish a socialist legal life ethos.

In order to create a vanguard wind in establishing a revolutionary law-abiding ethos by strengthening legal explanation on a nationwide and society-wide scale in line with the Party's ideas and intentions, officials of the relevant sectors and units must thoroughly guard against and overcome formalism in law-abiding education.

However, around us, a deviation is still appearing in which the work of law-abiding education is considered a separate task, a secondary task to be done when there is time, and the work to raise the law-abiding consciousness of the masses is conducted in a formal way.

Although there are records in the work logs of legal lecturers that law-abiding education was conducted by date, there are not a few “education works” that are in fact nothing more than a formality devoid of substance.

It is an obvious truth that if law-abiding education is carried out in a formal way on the pretext of being busy and lacking time, abnormal phenomena that run counter to the socialist way of life will eventually appear among the people.

The conscious law-abiding awareness of the masses is by no means formed in an instant.

It can be cultivated only when law-abiding education is conducted substantially to make people deeply realize that thoroughly observing the law is precisely a vital demand that safeguards the interests of the state and society as well as themselves and their families.

Therefore, officials must never neglect the law-abiding education work to encourage the masses to voluntarily rise up in the work of observing and implementing the legal norms and regulations of the state, but must carry it out regularly and in a more methodological manner.

Indeed. Formalism—this is the greatest enemy that officials must guard against in the work to establish a socialist legal life ethos.

Heightened Atmosphere for Establishing a Law-Abiding Ethos

Over 1 350 Units Won the Title of Model Law-Abiding Unit This Year

Amid the further heightening of the mass movement enthusiasm for establishing a revolutionary law-abiding ethos in all sectors and units, more than 1 350 units alone have been awarded the title of Model Law-Abiding Unit this year.

The respected Comrade Kim Jong Un said as follows:

“The movement for winning the title of Model Law-Abiding Unit should be organized and conducted substantially.”

In the course of strengthening the organization and guidance of legal life, upholding the Party's intention to firmly hold law-abiding education as an important content of politico-ideological education work, Pukchong County had the honour of winning the title of Model Law-Abiding County in January this year.

In this county, they gave clear work directions to the legal explanation managers and had them conduct concrete work reviews by week, month and quarter. They normalized the operation of the Legal Lecturer's Day and made efforts to raise the political and practical qualifications of the legal lecturers. They actively shared and transferred the successes and experiences of the units that had earlier won the title of Model Law-Abiding Unit, and generalized the experience of one unit to ten or a hundred units, thereby continuously expanding their ranks.

Many units, including the automation workshop of the Sangwon Cement Complex, the hot rolling workshop of the Kim Chaek Iron and Steel Complex, and the 5th pit of the Myonghak Coal Mine, where the struggle to open the path for comprehensive socialist development is being waged actively, have entered the ranks of Model Law-Abiding Units.

In these units, placing the emphasis on raising law-abiding consciousness, they conducted law-abiding education in various forms and methods according to the actual conditions of the sites.

Many units in the education sector, including the Social Science Research Institute of Kim Il Sung University, Kanggye University of Education, the Faculty of Veterinary Medicine and Animal Husbandry of Kim Je Won Haeju Agricultural University, and the Faculty of Marine Products Processing of Wonsan Fisheries University, also combined the establishment of a law-abiding ethos closely with education work, conducted diverse work to deeply implant our Party's ideas on legal construction and raise law-abiding consciousness among teachers, researchers and students, and were awarded the title of Model Law-Abiding Unit.

In order to make all occasions and processes of work, labour and life become processes of thoroughly observing legal regulations and norms, officials of many factories and enterprises, including the Pyongyang Patriotic Vegetable Processing Factory, the Phyongsong Synthetic Leather Factory, and the Hamhung Knitwear Factory, have equipped various forms of law-abiding education materials and law-abiding education boards that can conduct law-abiding education regardless of time and place, further raising the cognitive effect, and are actively introducing and propagating the successes achieved in the process.

Let Us Value It No Less Than the Current Administrative and Economic Work

When Mobilized as One

This year, our county set the high goal of winning the title of Model Law-Abiding County.

For its realization, many problems had to be solved, but one thing was clear.

That we could successfully achieve the goal only when the officials inside the county were mobilized as one in this work.

Therefore, we had the members of the Socialist Legal Life Guidance Committee each take charge of the units that launched the movement for winning the title of Model Law-Abiding Unit and carry out concrete division-of-labour organization work, so that the education work to raise the law-abiding consciousness of the masses would be conducted in various forms and methods.

We regularly reviewed the performance of the members' division of labour every week. By going to the relevant units and concretely investigating how they conducted law-abiding education at what places, and evaluating the good points, we also meaningfully carried out the work so that the officials inside the county themselves would be ideologically mobilized in the work for establishing a law-abiding ethos.

Also, paying attention to the role of the responsible officials of all units, we established a seamless system of concrete control and review of the progress of law-abiding education.

As a result of all officials inside the county being mobilized as one in law-abiding education work, dozens of units were able to rise to a level where they could become Model Law-Abiding Units within several months.

In the future as well, we will further enhance the role of officials in the work for establishing a law-abiding ethos.

Without Omission, Regularly

It was a few years ago, when we were examining how the legal lecturers had set up law-abiding education plans on the occasion of the Intensive Law-Abiding Education Month. There were not a few junior officials who had set them up in a formal way on the pretext of being busy with work.

Afterwards, we strictly reviewed the deviations that appeared after the weekly production review and heightened the demand to straighten out the law-abiding education plans first. This served as an opportune occasion to awaken and inspire the junior officials.

From then on, we closely reviewed the work of the legal lecturers every week, and with the emphasis on strictly establishing labour administration discipline, we had them intensify education work without being bound by time and place, and also conducted sharp reviews of it. As this was done, the atmosphere gradually began to change.

Not content with this, we also normalized the work of timely identifying the problems raised among the employees through the legal lecturers, discussing them with the Party organization and solving them. Thus, in many units including the utility power workshop, the role of the legal lecturers became active, and an ethos was established in which everyone participates in law-abiding education work without omission and regularly.

In the future as well, we will remain aware of the sense of mission of the legal explanation manager, inspire the law-abiding consciousness of the employees, and more thoroughly establish the ethos of conducting all production activities according to the demands of the law.

By Operating the Legal Lecturer's Day Well

In the past period, we often ended up merely reporting data and making a few remarks in operating the Legal Lecturer's Day that was conducted once a month.

Several years ago, when we launched the movement for winning the title of Model Law-Abiding County, we determined to take a new step in establishing a law-abiding ethos throughout the county by innovating the operation of the Legal Lecturer's Day, and seriously studied the work under the guidance of the county Party committee.

First of all, we actively encouraged the experience discussions of exemplary legal lecturers. We presented the manager, the legal explanation manager of the Ryongjon Fruit Farm from many years ago, to publish his experience, and it gave a great shock to the administrative managers inside the county. On this foundation, whenever the Legal Lecturer's Day was operated, we organized the experience discussions of the administrative managers of Model Law-Abiding Units, generalized good experiences, and gave a strong stimulus to the officials who treated legal explanation as a burden.

Also, during the Intensive Law-Abiding Education Month, we organized law-abiding education material exhibitions on the occasion of the Legal Lecturer's Day and let them share materials and experiences. The work of showing art performances on the theme of law-abiding education prepared by Model Law-Abiding Units was also regularized. As this was done, the pride of the officials and workers of Model Law-Abiding Units grew, and the officials of units that were not so became awakened and exerting.

As a result of the raised level and role of the legal lecturers, the number of Model Law-Abiding Units increased from about 10 to over 430 in the last four years, and in January this year, our county won the title of Model Law-Abiding County.

In the future as well, we will actively explore and apply novel and creative methodologies to raise the role of the legal lecturers in every way and further glorify the title of Model Law-Abiding County.
