The international news carried on Page 6 of Rodong Sinmun dated August 2, 2026, reports on the content that China stressed that Japan's nuclear ambitions must not be tolerated, an article exposing the background of Japan's attempt to revise the “Three Non-Nuclear Principles” and the danger of new militarism, the remarks of the Russian Foreign Ministry spokesperson asserting that Ukraine will stab the European Union in the back, cooperation between Cambodia and Indonesia, the signing of an alliance treaty between Kyrgyzstan and Uzbekistan, the protection of wild animals in Nepal, the construction of a waste-to-energy plant in Indonesia, traffic accidents and earthquake damage in Zimbabwe and Japan, the damage from Ebola in the Democratic Republic of the Congo, the condemnation of Israel's atrocities of violent suppression, the heatwave damage in Germany, Israel's atrocities of slaughter against Palestinians in the West Bank, and general knowledge about the origin of the naval uniform.

Stress That Japan's Nuclear Ambitions Must Not Be Tolerated

The spokesperson of the Chinese Ministry of National Defence, at a press conference on July 30, stressed that Japan's nuclear ambitions must not be tolerated.

Concerning the recent repeated assertions by the Japanese Defence Minister that nuclear-related policies, including whether to revise the “Three Non-Nuclear Principles”, should be discussed without the slightest reserve, the spokesperson branded and condemned it as extremely provocative and dangerous.

He said that this has once again exposed Japan's disguise and its lies deceiving the international community, and that Japan's pursuit of breaking down the “Three Non-Nuclear Principles” constitutes a serious threat to the gains of the victory in the Second World War and the post-war international order.

He affirmed that if the “Pandora's box” is opened, the consequences would be unimaginable, and that Japan's nuclear ambitions must not be left unchecked, nor should its challenge to the red line be tolerated.

Why Is Japan Trying to Revise the “Three Non-Nuclear Principles”?

Recently, moves to revise the “Three Non-Nuclear Principles” have been openly appearing in Japan.

Not long ago, the Defence Minister, in response to questions from parliamentarians concerning nuclear policy, answered without reserve that the issue of revising the existing nuclear policy should be discussed. At the end of last year as well, he said at a public occasion, “It is necessary to discuss what is needed to protect the life and peaceful living of the people without excluding all options.”

The existing nuclear policy referred to by the Defence Minister is the “Three Non-Nuclear Principles” that Japan has adhered to for decades.

In the end, his assertion is that in order to safeguard Japan's security, the “Three Non-Nuclear Principles” that have been observed until now must be torn up.

Since the 1960s, the Japanese authorities have professed as a state policy the “Three Non-Nuclear Principles” of not possessing, not manufacturing and not introducing nuclear weapons. However, in reality, these principles have long been dead letters.

Already decades ago, US nuclear equipment openly called at Japanese ports, and numerous bases capable of introducing and storing US nuclear weapons were set up in various parts of Japan. It is a fact known to the whole world that the US 3rd Marine Expeditionary Force possessing a huge nuclear strike capability and the ammunition maintenance unit that is in charge of supply and maintenance for the entire US nuclear combat power in the Asian region are stationed in Okinawa, and that Yokosuka has become a base of the US 7th Fleet and a strongpoint serving the execution of the US nuclear strategy in a vast area encompassing from the Western Pacific to the Indian Ocean.

The right-wing politicians of Japan, talking about “the shift to 〈the 2.5 Non-Nuclear Principles〉 that do not permit the deployment of nuclear weapons on land but permit the port call of vessels loaded with nuclear weapons”, have openly opened the way to introduce US nuclear equipment.

Blowing the sweet-sounding trumpet of the peaceful use of atomic energy, they have also stockpiled a vast amount of plutonium. Already 20 years ago, Japan's plutonium stockpile reached a level capable of manufacturing numerous nuclear weapons.

It was no bluff when Ozawa Ichiro, then leader of the Liberal Party, boasted in April 2002 that “if we set our mind to it, we can make thousands of nuclear bombs.” This is the reality that has been created under the signboard of the specious “Three Non-Nuclear Principles”.

Nevertheless, the successive Japanese authorities did not dare to cross the threshold of the prohibition on nuclear possession while outwardly professing to be a “peaceful state”. Yet recently, the revision of the “Three Non-Nuclear Principles” is being publicly advocated.

The gravity of the issue lies in the fact that the attempt to possess nuclear weapons is not confined to individual conservative politicians but is closely linked to the military policy of the current authorities.

The “Building a Strong Japan” policy put forward by the Takaichi regime is, in essence, to turn Japan into a war state.

The current authorities are making extremely open the moves to tear up the “Peace Constitution” that prohibits the right of belligerency, transform the “Self-Defense Forces” into regular armed forces, and revise military-related documents into more offensive content. While accelerating the moves for the military buildup of the “Self-Defense Forces”, they are breaking down the barriers on arms export and expanding the munitions industry on a large scale.

The recent fact that the Takaichi regime, in the draft Defence White Paper, described our country, China and other neighbouring countries as “threats”, “challenges” etc. is clearly aimed at highlighting the justification for their rearmament and, in particular, nuclear possession.

The manoeuvres of the Japanese authorities, who are mad with the ambition for reinvasion and even trying to seize nuclear weapons, are arousing great concern and condemnation at home and abroad.

A typical example is that the assemblies of over 80 regions of Japan, including Hiroshima and Nagasaki, expressed dissatisfaction with the Takaichi government's nuclear policy and submitted opinions demanding the adherence to the “Three Non-Nuclear Principles”.

The Japanese militarism that ran wild with aggression and plunder in the first half of the last century desperately clung to nuclear possession, aiming at world domination, but was ultimately defeated.

Today, the new militarist forces are trying to lay hands on the “Three Non-Nuclear Principles” without reserve.

The attempt of Japan's new militarist forces, mad for overseas expansion and reinvasion, to realize their nuclear ambitions is an open challenge and threat to regional and world peace.

The reckless policy changes in the military field pushed by the Japanese ruling forces will inevitably plunge Japan into an irretrievable abyss of ruin.

Assertion That Ukraine Will Stab the European Union in the Back

Russian Foreign Ministry Spokesperson Maria Zakharova, speaking on Sputnik radio on July 29, asserted that Ukraine will undoubtedly stab the European Union in the back sooner or later.

She said that it is difficult to say what kind of blow it will be, but the Kiev authorities will not miss the opportunity to stab their very sponsors in the back.

Commenting on the report that the Italian mafia is trying to purchase ammunition for drones that appeared on the black market during the Ukraine conflict, she sneered that the European Union will someday be unable to control the monster (the Kiev authorities) they themselves have created.

She denounced that the monster created by the West is already acting recklessly, and will promote the interests of not only the Italian mafia but any criminal groups if they pay money.

Cooperation among Several Countries

Cambodia and Indonesia agreed on July 28 to strengthen cooperation in the struggle to eradicate fraudulent and swindling acts using cyberspace.

Recently, enterprises of Afghanistan and Uzbekistan signed 25 documents aimed at developing trade, investment and economic cooperation.

Treaty on Allied Relations Signed

The President of Kyrgyzstan and the President of Uzbekistan, who visited this country, signed a treaty on allied relations between the two countries on July 30.

After the talks, the two sides signed a total of 12 documents, including an agreement on cooperation in the defence field.

Also approved were a plan on cooperation in the agricultural and industrial sectors, a joint action plan for the development of cooperation in the tourism sector, a plan for bilateral cooperation in the investment field for 2026–2028, and a plan for cultural cooperation through to 2028.

Protection of Wild Animals

Nepal is directing efforts to the work of protecting wild animals.

As a result of striving to actively protect and increase tigers in several national parks of the country, the number of tigers increased by 21% over the past four years, reaching about 430.

On July 29, the government announced this.

Construction of Waste-to-Energy Plant Begins

In West Java Province, Indonesia, the construction of a waste-to-energy plant began on July 29.

The plant is scheduled to start operation from 2029. It is reported that when the plant is completed, it will treat a large amount of waste and produce electricity as well as alternative fuel.

The government is planning to build many such plants in the surrounding areas of Jakarta as well.

Traffic Accident

In Harare, Zimbabwe, on July 29, a bus lost direction and fell into a waterway, killing 6 and wounding 6.

Earlier, in Manicaland Province, 9 deaths also occurred in a similar accident.

The police stated that the cause of most traffic accidents lies in drivers' violation of traffic regulations and the poor technical condition of vehicles.

Earthquake Damage Expands

As of the 31st, the death toll from the strong earthquake that occurred in Kumamoto Prefecture, Japan, on July 28 has reached about 30.

Death Toll from Ebola Exceeds 1 500

Human casualties from Ebola continue to expand in the Democratic Republic of the Congo. As of July 28, 3 442 confirmed Ebola cases have been registered in five provinces of the country, among whom 1 521 have died.

615 have fully recovered, and about 800 are quarantined and receiving treatment.

The fatality rate reportedly reached 44.2%.

Israel's Atrocities of Violent Suppression Condemned

The Portuguese Foreign Minister issued a statement on July 29 condemning Israel's atrocities of violent suppression against Palestinians.

Expressing concern over the recent aggravation of violent acts by Jewish settlers targeting Palestinians and the Israeli authorities' settlement expansion manoeuvres in the West Bank, he asserted that all this runs counter to international law.

He stressed that measures must be taken to protect Palestinian civilians.

Human Casualties from Heatwave Sharply Increase

In Germany, the death toll related to the heatwave this year reached about 9 800 as of July 19.

In particular, it is reported that more than 5 000 deaths were recorded in the second half of June when the temperature rose to 40℃ in many parts of the country.

During the week from July 13, 1 900 people died.

The health authorities of this country warned the elderly to take special care in connection with the forecast that the high temperature phenomenon caused by the heatwave will continue in the future.

Origin of the Naval Uniform

The naval uniform is considered to have appeared in the mid-18th century when sailing ship fleets traversed the oceans.

It is said that wearing a shirt with white and blue stripes was to enable the boatswain to easily spot the sailors who were up on the yards or masts.

There is also an opinion that the aim was to keep sharks and other fierce sea animals from attacking when sailors swam in the sea. The rectangular broad collar attached to the back of the jacket is said to have originated from the idea of making the sound heard better by standing the collar up when sailors exchanged words with each other on the open sea.

Various theories are also passed down concerning the origin of the naval ribbon.

When Admiral Nelson of the British Navy, who led the battle against the fleet of Napoleon of France to victory in 1805, fell in action, British sailors are said to have expressed mourning by attaching two black ribbons to their hats.

Afterwards, British sailors came to wear two black ribbons on their hats, and other countries reportedly imitated it.

Another theory is that sailors attached ribbons to tie their hats under the chin so that the hats would not be blown away by the wind when they did various jobs on board ships during voyages. The ribbons were also used to find out the wind direction during voyages. In recent times, writings or marks (decorations) that generally signify the name, symbol, pride etc. of the fleet are inscribed on the ribbons.

The naval uniform is characterized by the fact that, though it differs from the uniforms of other armed services with its ribbon attached to the naval cap, striped shirt, jacket with a broad collar and wide-legged trousers, its form and colour are almost common worldwide.
